Job Description:
NDI is seeking an experienced and highly skilled Program Manager to lead and oversee all contract activities related to application development under a large government contract. The Program Manager will be responsible for setting policies, technical standards, priorities, and procedures while ensuring the successful execution of contract deliverables. This role will require a deep understanding of the specific impacts of technology trade-offs as well as the IT industry and government contracting. The candidate will possess strengths in business administration, and human resource management, as well as excellent communication skills. The successful candidate will be a leader capable of managing large teams, ensuring contract compliance, and delivering high-quality results on time and within budget.

Qualifications and Experience:
- Bachelor's degree required; Advanced degree preferred.
- Minimum of 10-15 years of experience, with at least 5 years supporting large government contracts in application development.
- Proven experience leading teams of 50 or more personnel in complex projects.
- Responsible for managing $10M or more in annual revenue.
- Strong experience in the SAFe (Scaled Agile) Framework for scaling agile practices across large teams.
- Ability to work closely with C-level executives to drive program success and customer satisfaction.
- Demonstrated success in growing programs and managing large, multi-faceted projects.
- Exceptional financial acumen, including budget management, cost control, and resource allocation.
- In-depth experience with DevOps processes and methodologies.
- Expertise in leading Software Development teams in best practices for technologies such as SharePoint, .Net, Java, PowerApps, PowerBI, Cold Fusion.
Responsibilities:
- Lead and manage all contract activities, ensuring alignment with client expectations and company objectives.
- Set and enforce policies, procedures, technical standards, and methods for project execution.
- Coordinate the management of all tasks and deliverables under the contract, ensuring the highest quality and timely completion.
- Act as the central point of contact for the Contracting Officer (CO), Contracting Officer's Representative (COR), and other client officials.
- Oversee and coordinate efforts of subcontractors, team members, and vendors to ensure efficient execution and project success.
- Manage all phases of performance including contract management, project/task order management, and resource coordination.
- Report regularly to senior management on contract performance, project status, risks, and issues.
- Direct accountability for the technical correctness, quality, and timeliness of all deliverables, and ensure alignment with corporate and client quality standards.
- Foster a culture of excellence and continuous improvement within the team.
- Drive successful outcomes by working closely with C-level customers and key stakeholders.
- Leverage financial acumen to manage budgets, forecasts, and resource allocation.
- Lead teams in the adoption and application of best practices for software development, including DevOps processes and technologies such as SharePoint, .Net, Java, PowerApps, PowerBI, and Cold Fusion.
