We are seeking an experienced and highly skilled Program Manager to lead and oversee all contract activities related to infrastructure, operations management, and cloud transformation under a large government contract. The Program Manager will be responsible for setting policies, technical standards, priorities, and procedures while ensuring the successful execution of contract deliverables. This role requires deep expertise in IT infrastructure, operations, and cloud technologies, with a strong focus on leading Azure Cloud Transformation initiatives. The ideal candidate will have a thorough understanding of the specific impacts of technology trade-offs in government contracting, cloud migration strategies, and infrastructure optimization. The successful candidate will have a strong background in business administration, human resource management, and excellent communication skills. Requirements:
- U.S. Citizenship is required.
- This role is onsite (5days onsite / week)
- Candidate must be able to obtain Public Trust clearance.
Qualifications and Experience:
- Bachelor's degree required; Advanced degree preferred
- Minimum of 10-15 years of experience, with at least 5 years supporting large government contracts focused on infrastructure, operations, and cloud transformation.
- Proven experience leading teams in large-scale cloud transformation projects, specifically with Microsoft Azure, including migration, architecture, and optimization.
- Responsible for managing $10M or more in annual revenue for infrastructure and cloud operations initiatives.
- Strong experience with industry best practices and frameworks such as ITIL, DevOps, and Azure Well-Architected Framework for scaling infrastructure and operations across large teams.
- Ability to work closely with C-level executives to drive program success and customer satisfaction in infrastructure, operations, and cloud transformation.
- Demonstrated success in leading and managing Azure cloud migration projects and driving cloud-native application development and optimization.
- Exceptional financial acumen, including budget management, cost control, and resource allocation for cloud-related projects.
- In-depth experience with IT infrastructure management, including cloud services (especially Azure), network management, systems security, and data center operations.
- Expertise in cloud security best practices, compliance, and regulatory requirements for Azure environments.
- Expertise in leading teams to implement and manage critical IT infrastructure operations and cloud systems monitoring tools in Azure.
- Microsoft Azure certifications (e.g., Azure Solutions Architect, Azure DevOps, Azure Administrator) preferred.
Responsibilities:
- Lead and manage all infrastructure, operations, and cloud transformation activities, with a strong focus on Azure Cloud Migration and Optimization, ensuring alignment with client expectations and company objectives.
- Develop and implement cloud transformation strategies, including end-to-end planning, execution, and optimization for migrating workloads to Microsoft Azure.
- Set and enforce policies, procedures, technical standards, and methods for infrastructure, operations, and cloud services management, with a focus on Azure best practices.
- Oversee and coordinate efforts to manage cloud migration tasks, ensuring the highest quality and timely completion of cloud-related deliverables.
- Serve as the central point of contact for the Contracting Officer (CO), Contracting Officer's Representative (COR), and other client officials regarding infrastructure, operations, and cloud transformation-related matters.
- Lead teams in the adoption of Azure Cloud technologies, including compute, storage, networking, and security services, ensuring best practices for scalability, reliability, and cost optimization.
- Oversee and coordinate efforts of subcontractors, team members, and vendors to ensure efficient execution of infrastructure and cloud transformation projects.
- Manage all phases of performance related to infrastructure and cloud transformation, including contract management, project/task order management, and resource coordination.
- Report regularly to senior management on contract performance, infrastructure/cloud transformation project status, risks, and issues.
- Ensure technical correctness, quality, and timeliness of all deliverables related to infrastructure and cloud transformation, ensuring alignment with corporate and client quality standards.
- Foster a culture of excellence and continuous improvement within infrastructure, operations, and cloud transformation teams.
- Drive successful outcomes by working closely with C-level customers and key stakeholders to address infrastructure, operations, and cloud needs.
- Leverage financial acumen to manage cloud transformation budgets, forecasts, and resource allocation, with a focus on cost optimization in Azure.
- Guide teams in implementing cloud-native services and architectures, including Azure Kubernetes Service (AKS), Azure Functions, and containerized solutions.
- Oversee the integration and management of critical infrastructure technologies, including cloud services, network management, systems security, and data centers, with a particular focus on Azure capabilities.
- Promote best practices for cloud governance, security, disaster recovery, and compliance in Azure environments.
- Lead the adoption of DevOps and continuous integration/continuous delivery (CI/CD) practices in the Azure cloud environment to enhance operational efficiency and collaboration.
- Ensure the effective implementation of frameworks and methodologies, such as ITIL, DevOps, and Azure Well-Architected Framework, to enhance infrastructure and cloud operations efficiency.
