Summary Duties and Responsibilities:  

The Community Manager is responsible for overseeing the operation of large apartment properties serving families and/or seniors to achieve strong fiscal performance, solid regulatory compliance, the excellent physical integrity of each property, and a skilled,highly-qualified on-site management team.    

 

The Community Manager works closely with the Management Team to ensure that the physical, financial, and compliance integrity of each property we manage adheres to HAND Property Management “HPM” standards and policy regarding occupancy, budgets, maintenance, safety, and curb appeal. 

The Community Manager also works with Human Resources to ensure that all employees are treated consistently, fairly, and in accordance with HPM policy. Also works with Human Resources in recruiting efforts to fill open staff positions that arise. 

Essential Functions and Work Duties:  

The following essential functions of this position are performed personally, in cooperation with the supervisor, and/or in coordination with other staff.  Additional work functions and duties may be assigned.

Achieve Strong Fiscal Performance

  • Responsible for the efficient and cost-effective operation of all properties by maintaining occupancies and adhering to budgets.
  • Develop and execute effective marketing plans for each property.
  • Approve expenses according to company policy.
  • Work with Asset Management to develop annual budgets for each property.
  • Monitor monthly financial performance on properties to ensure that financial goals and budgets are met – including review of accounts receivable, individual property cash flow, rent increases, and replacement reserves.
  • Manage all aspects of new property lease-up including but limited to staffing, marketing, accurate file processing under LIHTC compliance guidelines, reporting weekly on leasing and occupancy activity, meeting lender deadlines associated with physical and financial objectives.
  • Ensure that site and property office procedures are efficient appropriate, and in line with the HPM On-Site Operations Manual, automated where possible, and maximize computer resources through the use of Yardi, Rent Café, Rightsource, and any other computer resources available at HPM.

 

Achieve Solid Regulatory Compliance

  • Work with and support the Compliance Department and Rightsource in implementing controls to ensure site managers are in compliance with HUD, Nevada Housing Division, and other legal or regulatory requirements.
  • Monitor property annual recertification and lease renewal process for completeness, accuracy, and timeliness.
  • Ensure that resident files are maintained and in good order per HPM compliance checklists and guidelines.

Facility Management and Maintenance

Work with On-site Maintenance  Team to ensure that all work orders are prioritized and completed timely, ,

  • Work with On-site Maintenance Team and Area Maintenance Manager to ensure that preventive maintenance plans are established, executed, and maintained for each property.
  • Work with Asset Management, Construction, and on-site Maintenance Teams to develop and execute capital improvement plans per the annual budget and capital needs of the communities. 
  • Ensure all properties are free of safety hazards and that the properties adhere to HPM’s policies and guidelines.
  • Ensure property management staff follows company policies & procedures  for purchasing inline with the property budget
  • Ensure property management staff follows the On-site Operations Manual  regarding work orders, make ready turnover  and curb appeal standards.
  • Ensure that property management staff have an updated map of locations to all utility routings and cut-offs including water, gas, sewer, electrical, telephone, TV, etc.
  • Ensure that property management staff has adequate emergency plans available and current.

Resident Relations/Management

  • Ensure resident complaints are handled diplomatically with timely resolution. 
  • Ensure that Property Managers are effectively coordinating and collaborating with Resident Services.
  • Ensure evictions are processed in compliance with regulatory guidelines, fair housing, court orders, and /or in adherence to HPM policy guidelines.

Develops Strong and Positive Team Atmosphere

  • Hire, orient, train, supervise, and coach staff for high performance and to meet implementation objectives.
  • Conduct ongoing performance assessments and monitor direct report performance; actively mentor and support staff career development.
  • Ensure that site property management staff are getting effective training, supervision, and coaching.
  • Create a positive work environment in which each valued Team HAND member can thrive.   
  • Provide on-the-job and formal management training and coaching, where needed, to improve skills. 

Other Functions and Work Duties:

  • Assist in the identification of department strengths and weaknesses, and work with Director to develop a plan with established goals and objectives for the HAND Property Management.  Ensure that management practices and approaches are up to date, and in line with industry standards. 
  • Build and maintain effective working relations between Nevada HAND affiliates and departments.
  • Perform other assignments, special projects and work with other agencies as assigned.
  • Coordinate all lender and partner quarterly and annual inspections for an assigned group of properties. 
  • Serve as a liaison with all General and Limited Partner asset managers to ensure proper communication and operation of the asset.

 

Other Functions and Work Duties:

  • Perform other duties as from time to time may be determined necessary for the well-being of the total operation.
  • Coordinate specific work tasks with other personnel within the department as well as with other departments to ensure the smooth and accurate flow of work and information.
  • Perform tasks that are supportive to the essential functions of the job, but which may be altered or re-designed upon individual circumstances.

 

Qualifications and Skills Required:

Education and/or Experience:

  • Bachelor’s Degree required or equivalent.  Professional designation (ARM, CAPS, CPM, COS, etc.) is desirable. 
  • 10 years in multi-housing with LIHTC and HUD experience to include:  Project-based Public Housing, PRAC 202, and 286.
  • 5 years’ experience at the multi-site management level with overall responsibility in hiring and supervision of onsite staff to develop high-performance teams.  
  • Prior experience managing Affordable Housing and new community lease-ups

 

Other Skills and Abilities:   

  • Ability to read, write and speak in English.
  • Excellent communication, organizational, and leadership skills with the ability to support and motivate staff.
  • Ability to analyze financial statements and make decisions to improve the revenue stream and cost efficiencies.
  • Excellent oral and written communication skills.
  • Ability to multi-task in a fast-paced environment and effectively delegate to subordinates.

 

Physical Requirements:  

  • Stooping - frequently bending body downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles. 
  • Kneeling - frequently bending legs at knees to come to rest on knee or knees.
  • Reaching - frequently extending hand(s) or arm(s) in any direction.
  • Handling - frequently seizing, holding, grasping, turning, or otherwise working with hand or hands.
  • Ability to transport files up to approximately 20 pounds.
  • Ability to lift files 20 pounds from the ground level to 4 feet in height, and move them from shelf to shelf in storage.
  • Walking- moving about on foot to accomplish tasks, particularly walking the property. 
  • Regularly required to use hand to finger, handle, or feel, reach with hands and arms, and talk or hear using telephone, computer keyboard, mouse, and calculator while seated at a desk.
  • Able to sit at a desk for extended periods of time.
  • Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus.
  • Light work:  Exerting up to 20 pounds of force occasionally, and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.   If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.  The worker will be subject to extreme cold or extreme hot during seasonal times while walking through the community.
