Primary Purpose:

The Carson Humane Enforcement Manager is responsible for supporting the Director of Carson Services in achieving NHS goals, specifically in terms of general supervision of HEOs, and enforcing applicable City and State ordinances related to governing care, control, licensing, impoundment, and euthanasia of animals in Carson City.

Essential Responsibilities

Position-Specific Responsibilities

  • Working with and handling a multitude of different animals, including different species, breeds, potential medical or behavior issues, and ensuring that they are receiving top quality care in line with the Nevada Humane Societies Mission.
  • Hiring, training, and managing Humane Enforcement Officers to ensure they are adequately equipped and prepared for the general course of their duties, including animal handling and client service.
  • Preparing weekly, monthly, and annual reports to the Director of Carson Services.
  • Maintain the Humane Enforcement budget, prepare routine budgetary reports when necessary.
  • Serving and interacting with the public, either at the campus or out in the field, regarding animal control related assistance.
  • Patrol Carson City jurisdiction in a radio-dispatched vehicle to investigate, locate, capture, and impound domestic animals.
  • Respond to calls and complaints from the public concerning stray, nuisance, dangerous, injured, or dead domestic animals.
  • Conduct complete investigations of animal bites and prepare records for the Department of Health and Human Services in Carson City, quarantining the animals as necessary.
  • Advising people who are having difficulties with their animals, by providing resources and information, and helping coordinate the surrender of the animal if necessary. This may occur in person, over the phone, or via email.
  • Explain animal services related to laws, ordinances, and policies to the public and concerned parties.
  • Navigate complicated conversations with distraught and frustrated clients, being able to properly communicate vital information, and maintaining a professional demeanor throughout,
  • Educate and/or issue warning notices to law and ordinance violators.
  • Work with local law enforcement and the District Attorneys Office to issue citations and criminal penalties when applicable.
  • Maintain accurate and detailed reports pertaining to Animal Control Cases and impounded animals.
  • Document non-compliance cases for prosecution and appear in court to present evidence as needed.
  • Prepare reports and maintain accurate records for cases pertaining to, but not limited to, dangerous/vicious animals, cruelty/neglect cases, excessive animals on property cases, failure to confine cases, and nuisance cases.
  • Observe animal behavior to detect indications of illness or disease concerns and take appropriate actions as needed.
  • Euthanize animals in the prescribed manner, according to appropriate laws and in accordance with established policies
  • Participate in outreach programs as needed.
  • Participate in department meets with vital local politicians and leaders, being able to articulate animal welfare related issues consistently, and explaining processes and policies to community leadership.
  • Maintain inventory of Humane Enforcement equipment and supplies. Order new supplies and equipment when necessary.
  • Maintain a clean and presentable work environment, including office space and Humane Enforcement Vehicles.
  • Willingness and ability to learn and utilize several computer programs such as Shelterluv/Petpoint, ClinicHQ, Airtable, Canva, etc.
  • Be proficient in Microsoft Office programs, including Outlook, Word, and Excel.
  • Transporting animals, potentially with medical or behavioral concerns, to either campus, to veterinary clinics, and to private residencies.
  • Treating all animals humanely, properly, and with compassion always, regardless of the situation or circumstance and promoting a humane and caring attitude toward all animals.

General Responsibilities

  • Helps promote fundraising activities and solicit support of agency overall.
  • Interacts with co-workers and volunteers in an efficient and courteous manner to ensure a cooperative team environment amongst all departments.
  • Maintain and promote a positive public image standard relevant to Nevada Humane Society.
  • Professionally represents Nevada Humane Society with customers, donors, and business partners.
  • Attend and participate in departmental and shelter meetings. Attend educational conferences/seminars as recommended/approved.
  • In the event of an emergency, assist with the handling and evacuation of animals located at any Nevada Humane Society campus.
  • Participate in disaster preparedness and response activities for the organization and community as it pertains to pet related needs.
  • Address and/or report any safety hazards or unsafe activities.
  • Perform other responsibilities as requested by direct management, and/or the CEO.

Working conditions

Position-Specific Working Conditions:

Air-conditioned office or air-conditioned building with computer and internet access. Working outside, in a multitude of different weather conditions including hot/dry weather, snow, rain, high winds, etc. May require travel within a workday on a regular basis. Work is also performed outdoors and/or offsite for shelter events. Use of personal vehicles may be required for fieldwork; mileage allowance will be provided.

General Working Conditions

Working for NHS in any capacity is safety sensitive due to the responsibilities at this business that directly affect the wellbeing and safety of employees, animals and the public.

  • Work will be performed in a variety of environmentally controlled and uncontrolled conditions.
  • Due to the housing of live animals onsite, work hours may take place at any time within a 24-hour period, 7 days a week, 365 days a year. Operational and public hours may vary by department, or location and are subject to change. Attendance at events and other functions may require additional hours, holiday, weekend, evening overnight, or on-call work.
  • Exposure to allergens produced by animal dander, saliva, or fur, throughout all areas of the shelter, or other locations.
  • Exposure to zoonotic, or otherwise communicable disease.
  • Exposure to animals with unpredictable or aggressive behavior.
  • Exposure to animals that may scratch or bite unexpectedly.
  • Exposure to direct or indirect injury from an animal or other mechanical means used to confine, control, or provide essential care for any animal housed with NHS.
  • May require travel within a workday on a regular basis. May require overnight travel intermittently.

Position-Specific Equipment Use

The Humane Enforcement Manager will be expected to understand how to properly use tools such as catch-poles, nets, snappy snares, cat traps, dog traps, and other tools used by the Humane Enforcement Officers.

General Equipment Use

Telephone, cell phone, computer, printer, scanner, copier, two-way radios, and other office-related equipment. May require use of personal and company vehicles.

General Physical Demands

  • The physical ability to be at the shelter for the duration of each scheduled shift and other offsite locations as assigned or required to provide essential care to all animals under the care of NHS.
  • Physical ability to walk and/or stand on your feet throughout a normal workday to provide essential care for all animals under the care of NHS.
  • Physical ability to engage in repetitive motions of all limbs and the dexterity to grasp and hold small items with both hands, to move animals and goods. ability to hear, and discern noises from within 3 feet of you, visual acuity, near, far, depth, color vision, to provide essential care to all animals under the care of NHS.
  • Ability to and willingness to physically be near and handle any animals, and required tools, supplies, materials, used to safely and humanely manage their care.

Experience and Qualification Requirements

Position-Specific Desired Experience

Experience with Animal Control and/or Humane Enforcement work. Looking for a candidate that has experience as an Animal Control Officer, has experience working with multiple different organizations and departments at the same time, has experience hiring, training, and managing Animal Control Officers, and has experience developing policies and procedures related to Animal Control and Humane Enforcement.

General Desired Experience

  • 3 Years Minimum working in an Animal Control facility, either in a non-profit or a for a government agency.
  • 1 year of supervisory or management experience.
  • The ideal person for this job would be personable, outgoing, patient, professional, and able to get along well with a variety of people. Excellent written and oral communications skills.
  • Affection for animals, concern for their welfare, and a willingness to accommodate animals in the workplace.
  • Maturity, good judgement, and a professional personal appearance.
  • The ability to remain pleasant and calm even in stressful situations.
  • The ability to ask appropriate questions to gather information along with the ability to feel and show empathy for others.
  • The ability to turn people down, firmly when necessary, without becoming aggressive or unpleasant.
  • The ability to learn about and understanding each animal as an individual with his or her own personality, bad habits, pas experiences, etc.
  • Familiarity with animals, knowledge of animal behavior or experience volunteering or working with a rescue group, humane society, foster care involvement or other animal welfare agencies are a plus.
  • To complete Fear Free Training within 6 months.
  • Be NACA Level 1 Certified within 1 year.
  • Be euthanasia certified within 1 year.
  • High School graduate (or equivalent).
  • Ability to function independently, manage multiple projects and meet deadlines.
  • Strong interpersonal communication and written skills.
  • Ability to stay abreast of new developments in the community, especially as it relates to animal welfare.
  • Strong attention to detail with a high degree of accuracy.
  • Excellent verbal, written and observational skills. Ability to understand English.
  • Must be goal-oriented, self-starter with a willingness and maturity to go beyond prescribed work and time schedules and meet assigned deadlines.
  • Possession of a valid Nevada or California Drivers license with valid registration and insurance of personal vehicles, when job duties require driving and or the use of personal vehicles for company purposes.

  • Consistently treat animals with compassion and respect, both professionally and personally, and promote these values to others.
  • Strict adherence to all local regulations concerning the ownership and care of personal animals.
  • Comprehensive understanding of pet behavior and care, with the capability to handle various animals safely and responsibly.
  • Maintaining a consistently positive and professional demeanor is essential.
  • A sincere interest in the Nevada Humane Societys mission and vision.
  • Must maintain the NHS standard of a neat and professional appearance while on NHS time/on the clock.
