Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Program Planning and Control (PP&C) is looking for a motivated, self-starting leader to guide a team in the modernization of the historic Nevada National Security Site.

The Project Controls Manager I will oversee multiple Line-Item Projects and lead a group of Project Controls Specialists and subcontractor support of varying
levels of expertise. This position will report directly to the Manager II for Program Planning and Control Line-Items and will be responsible for ensuring that all
Project Controls functions and processes are adhered to by the direct reports and ensure that all reporting deadlines are met with quality. The Manager I shall act as
mentor and coach, assisting team members with their professional growth and achievement of their goals. The Line-Item Project Controls Manager must be able to lead
virtually and in person.
Key Responsibilities
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $124,238.40 - $198,785.60.

Key Responsibilities
- Leadership of Earned Value Management (EVM) processes as defined by DOE O 413.3B and EIA-748.
- Support project planning and development, scheduling, budgeting, estimate review and baseline change management for all responsible projects in accordance with company guidelines.
- Implement lessons learned and ensure continuous improvement.
- Assure that cost and schedule management, baseline planning and control, risk management, earned value management, variance analysis, reporting and estimate at completion are accurately reflected in project reporting.
- Responsible for staff competency, development, performance reviews, time keeping approval, work assignments, salary planning, ensuring adherence to company policy and procedures for the team, and ensure team focus on meeting functional goals and objectives.
- Establish goals by gathering pertinent business, financial, service, and operations information.
- Identify and evaluate trends and options; choosing a course of action, defining objectives and evaluating outcomes.
- Accomplish financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions.
- Maintain quality service by enforcing quality and customer service standards, analyzing and resolving quality and customer service problems, identifying trends and recommending system improvements.
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices, and participating in professional societies.
- Responsible for planning and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources.
- Perform other duties as assigned by Management.
- Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- The following certifications are highly desired:
- AACEi: EVP, CCC, PSP
- PMI: PMP, SP
- Proficient knowledge of Earned Value Management and Project Controls.
- Experience in Construction or a Construction related field.
- Ability to influence in a matrix environment.
- Ability to work effectively in a team and adapt well to a changing environment.
- Proficiency in MS Office (Excel, Power Point and Word).
- Experience in Data Mining, Analysis, and Modeling techniques.
- Demonstrate proficiency in utilizing, applying, and integrating both cost and schedule tools.
- Effective verbal and written communication skills to create a sense of buy-in among team members.
- Ability to develop budgets, standards, and metrics.
- Ability to multitask, be tenacious, and possess excellent problem-solving skills.

- Able to manage working at multiple sites - the Losee Road facility in North Las Vegas, Nevada and the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
