GENERAL PURPOSE:  Under the immediate direction of the Municipal Court Administrator, provide law enforcement and protective services within the Municipal Court to protect City employees and the public and foster general public compliance with City, State, and Federal laws. During Court sessions, the Warrant Officer follows the orders of the Presiding Judge, maintains Court security, and serves warrants and summons as a licensed Peace Officer for the Court.PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification; they are only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Patrol and maintain security of the Municipal Court and the Court Offices
  • Monitors all persons entering the Court; screens visitors; and operates metal detectors to detect concealed weapons and hazardous objects.
  • Ensure efficient operation and maintain order in the courtroom; call court docket; check-in defendants, witnesses, and police officers; check-in and seat jurors for jury trials
  • Identifies dangerous and unstable persons and closely monitors their behavior in the Court facility.
  • Serves as a courtroom security officer, protects courtroom staff and visitors, and escorts jurors; investigates issues as directed by Judge and responds to emergencies.
  • Enforces governing state judicial and Federal laws and enforces compliance with local regulations and ordinances according to applicable policies, procedures, and regulations.
  • Communicate courteously and effectively with other City employees, officials, and the public while maintaining alertness and composure
  • Accept direction from supervisors and managers; keep supervisors informed of relevant activity; work well with managers, co-workers, and others both internally and externally
  • Follow and evaluate the security and operating procedures and make recommendations to the supervisor
  • Process and serve warrants, subpoenas, and other legal processes as the Municipal Court orders. Call defendants regarding outstanding warrants
  • Make arrests when necessary and coordinate transfer of prisoners in custody
  • Review court records and law enforcement databases to obtain and verify information on subjects wanted for Court appearances; research additional data sources; update records and databases.
  • Finds and contacts wanted subjects, conducts surveillance as required, serves summons and warrants, arrests law violators as authorized, transports and processes prisoners.
  • Updates and maintains various files, records, and other documents and prepares reports as required.
  • Assists and coordinates with other emergency services personnel, outside organizations and businesses, and Federal, state, and local law enforcement organizations.
  • Maintains the Department's integrity, professionalism, values, and goals by ensuring that all rules and regulations are followed and that accountability and public trust are preserved.
  • Acts as a courier for judicial documents from and to Comal County facilities, the New Braunfels Police Department, and New Braunfels Municipal Court.
  • Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education and Experience:
  • High school diploma or GED equivalent;  two (2) years full-time experience as a licensed Peace Officer within the last five (5) years. 
  • Peace Officer License, or must be able to attain and maintain a Peace Officer License and Courtroom Security Specialist Certification from the Texas Commission on Law Enforcement within fifteen (15) months of employment, and a valid Texas Class C Driver’s License without restriction (except “A”) by date of appointment, driving record must comply with City policy.
Preferred Qualifications:
  • Bachelor’s Degree from an accredited university in Criminal Justice or related field
Required Knowledge of:
  • City, county, state, and Federal laws, regulations, codes, and ordinances.
  • City policies and procedures.
  • Texas criminal justice and court systems and criminal justice records management principles.
  • Law enforcement methods, practices, and procedures.
  • Basic criminal law on the apprehension, arrest, and custody of persons committing misdemeanors and felonies, including preservation and presentation of evidence.
  • Attends training activities and receives classroom and field instruction in job-related subjects to enhance and improve skills and abilities and meets all mandated training requirements as specified by the Texas Commission on Law Enforcement (TCOLE) for the maintenance of a licensed peace officer and Bailiff-related Texas Municipal Court training sessions
  • Basic criminal law on the rules of evidence, probable cause,use of force, and search and seizure.
  • Investigative and interrogative procedures and research and protocols for observation of critical details.
  • Geography, roads, and landmarks of the City and surrounding areas.
Required Skill in:
  • Exercising controlled discretion in situations requiring diplomacy, fairness, and sound judgment.
  • Recognizing suspicious behavior patterns, mediating difficult situations, and using effective arrest and control techniques.
  • Interacting with people of different social, economic, and ethnic backgrounds.
  • Remaining alert at all times and reacting quickly and calmly in emergency situations.
  • Establishing and maintaining cooperative working relationships with City employees, other law enforcement and multi-jurisdictional agencies, and the general public.
  • Maintain appropriate uniform (including all equipment, e.g., bulletproof vest, gun belt, etc.) and acceptable personal hygiene
  • Operating a personal computer utilizing judicial and business software.
  • Effective communication, both verbal and written.
Physical Demands / Work Environment:
  • Work is performed indoors and outdoors with exposure to inclement weather; may be exposed to physical attacks, hazardous chemicals, drugs, infectious and contagious diseases; required to restrain persons physically; subject to extended periods of intense concentration in review of crime scenes, special investigations and law enforcement report preparation; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.Must maintain a level of physical fitness to meet Department standards.
  • Must be able to work in uniform during weekdays, weekends, and holidays on any assigned shift.
  • May be required to work immediately before, during, or immediately after an emergency or disaster.
  • NOTE:  This position is designated safety and/or security sensitive.
