The Water Operations Manager is responsible for managing the operations and complete reliability of the distribution and collection systems.
Responsible for developing related master plans, recommending strategic direction, managing the tactical operations and ensuring complete reliability and resiliency of the distribution and collection systems as set forth in NBU’s Strategic Plan.
Essential Duties & Responsibilities
MANAGEMENT / SUPERVISION
- Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
- Promote a positive work environment and encourage teamwork to accomplish results
- Review and approve purchases and payroll time entry for division
- Prepare monthly and quarterly reports, board reports and presentations
- Attend leadership meetings and report appropriate information to direct reports
- Ability to communicate effectively both in written and oral modes
- Ensure personnel are safety conscious and adhere to NBU safety guidelines and practices at all times and in all situations
- Establishes strategic goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes.
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices; participating in professional societies.
- Accomplishes financial objectives by forecasting requirements; prepares & monitors annual O & M, capital and personnel budgets; scheduling expenditures; analyzing variances; initiating corrective actions.
SPECIFIC O & M MANAGEMENT DUTIES
Develop and implement policies / procedures for successful operation and maintenance of facilities and process equipmentCoordinate and direct support activities such as Capital Improvement Project (CIP) planning, contractual services, material procurement, and engineering servicesReview, plan and design various facility and city infrastructure installations and improvements.Develop and participate in complex planning initiatives developed by directors, executives and management such as Master Plan, Strategic Plan, and Business Plan)Manage emergency projects to ensure service, system and budget integrity.Ensure personnel are safety conscious and adhere to NBU and industry standards of operationEvaluate complex data, prepare technical reports and present to large groups, Board of Directors and the publicMAINTENANCE AND RELIABILITY
Implement improvements based on changing industry standards and trends established to increase efficiency, reliability and reduce operational costsManage maintenance to include assessment of repair vs. replacement options and the review of technological, economical, and environmental improvements for assets as neededDevelop and manage the NBU water loss maintenance program which includes leak detection and valve maintenanceManage the collection system and follow all reporting protocols for the Texas Commission of Environmental Quality and Edwards Aquifer AuthorityPROJECT MANAGEMENT
Manage the design and implementation / construction aspects of NBU wide, short and long-term projects, including assisting with developing success factors, identifying critical path / detailed tasks, identifying resource requirements, supervising the allocation of resources and assigning tasks, tracking project progress and costs and reporting to Water Operations ManagerAnalyze operations or processes, design, and / or construction practices; conduct detailed process analysis and mapping, including metrics and performance informationResearch technological advances, studies, best practices, benchmarking data and industry standards to provide guidance to executive management and ensure optimum project directionResearch and interpret applicable regulations, codes and standardsApprove and manage contract scope with consultants or contractorsGENERAL RESPONSIBILITIES

Degree / Diploma Obtained : High School Diploma / GED
Work Experience Time Frame : Seven Years or More Field of Study : General Studies
Other : Seven years directly related experience and prior supervisory experience may substitute for the degree requirement.
Certification and Licensures Requirements
Class “A” Commercial Driver’s License with a Hazardous Materials and Tanker Endorsement recommendedClass “C” Water License and Class “II” Wastewater Collection License issued by the Texas Commission on Environmental Quality preferred or must be obtained within 3 years of employmentOther Minimum Qualifications
Previous supervisory experience requiredAccounting and budgeting experience preferredProficient in use of materials, tools, utility calculations and equipment commonly used in construction, maintenance, or repair of water distribution and wastewater collection systemsMust reside within a forty-five-minute response time of the NBU Service Center as measured by an internet mapping tool
