In accordance with the Merit System Rules and Regulations, an eligible list, which will be valid for a one-year period and which will be used to fill vacancies during that period, is being established for this classification. 
   
EXAMINATION PROCESS: The examination process for this posting may include an evaluation of training and experience, a written examination, an oral board interview examination, a performance examination or any combination of the above in order to qualify applicants for placement on the eligible list.  The eligible list will be used to fill vacancies that occur within the next year.  The appropriate number of names on the eligible list as prescribed by Merit System Section 26.03.505 will be certified to the hiring department for consideration to fill the vacant position(s).

GENERAL STATEMENT OF DUTIES:  Performs confidential public administration and budgetary tasks within the Office of Finance relating to operating, capital and grant budgeting, position control and cost analysis, and does related work as required.

DISTINGUISHING FEATURES OF THE CLASS:  An employee in this class is responsible for supporting the Chief Administrative Officer and Chief Financial Officer in the estimation of resources, creation of strategic plans and the formulation of operating, capital and grant budgets.  The incumbent conducts budgetary and fiscal analysis and research, prepares budget projections, maintains position management system for the entire County, and performs similar and related fiscal activities in a confidential environment with access to highly sensitive information.  Work involves extensive use of a variety of software programs, including financial systems, word processing and spreadsheets.  This employee performs budgetary and administrative analysis tasks to assist the Chief Financial Officer and the Executive and Legislative branches in policy decisions/formulation and labor relations.   General supervision is received, but this position requires independent judgment and initiative for the solution of routine budgetary problems.  Supervisors are available for consultation for unusual problems and to give detailed instructions on all new assignments.

EXAMPLES OF WORK: (Illustrative only)

  • Assists the Chief Administrative Officer and Chief Financial Officer in the development and production of the County’s Recommended and Approved Operating and Capital Budgets;
  • Assists the Chief Administrative Officer and Chief Financial Officer in the planning, development, implementation and monitoring of budgetary policies and procedures for the entire County;
  • Provides in-depth review and analysis during collective bargaining on behalf of the County with access to highly confidential and sensitive information;
  • Provides in-depth review, analysis and recommendations of assigned department budget requests;
  • Maintains position management for the entire County, including position classification and cost analysis;
  • Reviews the work and provides general direction to a variety of department personnel related to all aspects of the County’s operating, capital and grant budgets, including position management;
  • Creates, reviews and approves budgetary transactions in the County’s automated financial system;
  • Reviews and analyzes contracts, collective bargaining agreements and legislation to determine fiscal and organizational impact, including consideration of highly confidential and sensitive information;
  • Extracts confidential data, develops detailed reports and spreadsheets using the County’s financial system(s) and other highly sensitive data sources for management use in policy decisions/formulation and labor relations;
  • Conducts research and analyzes data to ensure consistency with budgetary practices, including forecasting, for assigned departments;
  • Interprets and applies laws, regulations, policies and procedures as outlined in Federal, State, County governments and other jurisdictions as applicable;
  • Promotes an ongoing attitude of dedication to excellent public service and ensures that stakeholders are provided with the highest quality of service;
  • Operates a personal computer and financial/office software programs; and other related office equipment in the course of work. 


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:  Good knowledge of techniques of costs analysis, budget formulation, and strategic planning and uses that knowledge to make recommendations; good knowledge of public administration, organization, and budgetary principles and practices; thorough knowledge of financial databases and accounting systems, including Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook, etc.); ability to maintain confidentiality with highly sensitive information, including collective bargaining data; ability to prepare accurate reports; ability to perform detailed work involving written or numerical data and to make financial calculations accurately; ability to analyze and comprehend organizational and procedural problems and to make recommendations; ability to establish effective working relationships with colleagues, management, government officials and the general public; ability to communicate courteously and effectively, both verbally and in writing; and ability to pass a Class III County physical examination and background check.

MINIMUM QUALIFICATIONS:  At least five (5) years of experience in finance work and possession of a Bachelor’s Degree from an accredited college or university with major course work in finance or related field; or an equivalent combination of education, and/or experience directly related to the required knowledge, skills and abilities.
