Reporting to the Vice President of Legal Affairs, this position plans, directs, and monitors all activities relative to NCF’s all-hazard disaster planning, preparedness, response, mitigation, and recovery programs, including maintaining currency of the College’s Emergency Operations Plan (EOP) and Continuity of Operations Plan (COOP).
Examples of Duties
•Develops, implements, and evaluates all-hazard programs, policies, and emergency preparedness campaigns that reinforce NCF’s ability to prevent and mitigate risks, while strengthening the NCF community’s ability to respond accordingly, manage effectively, and restore campus operations quickly when emergencies occur.
•Designs and administers emergency and disaster preparedness training courses that instruct campus stakeholders on how to effectively respond to major emergencies and disasters. Monitors the effectiveness and efficiency of all emergency management drills and exercises.
•Recommends policy and procedure revisions to campus stakeholders as necessary. Responsible for record keeping and documentation related to disaster planning, response and recovery efforts in accordance to the college, local, state, and federal guidelines.
•Establishes and maintains close working relationships with Campus Police, Environmental Health and Safety, Physical Plant operations and relevant community and government emergency management agencies.
•Researches state and federal laws, regulations, and guidelines regarding the implementation of Department of Homeland Security and emergency management programs and ensures NCF compliance with such regulations.
•Conducts hazard vulnerability inspections and assessments. Analyzes threats and risks to NCF students, personnel and assets. Prepares and implements detailed mitigation and protection plans to alleviate negative impacts of potential risk and emergency situations.
•During and after emergencies:
- May serve as Incident Commander during certain emergencies and lead the response, prioritize actions, work with appropriate department heads in establishing shelters, and coordinate evacuations when deemed necessary by the College’s senior administration.
- Provides timely analysis of the emergency, notification and warning to key NCF members regarding areas at risk.
- Prepares emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments.
- Works with the Director of Environmental Health and Safety to apply for state and/or federal funding for repairs that may supplement insurance coverage.
- Conducts after action meetings to review processes and actions deployed to see what if anything might need to be revised in the emergency operations plan for future emergencies.
•This position is identified as “Critical” during all emergencies and may be required to work long overtime hours before, during and after emergency situations occur.
•Performs other duties as assigned.
Minimum Qualifications
Master's degree in an appropriate area of specialization and six years of appropriate experience; or a bachelor's degree in an appropriate area of specialization and eight years of appropriate experience.
Preferred Qualifications
Five or more years of experience directly related to emergency management; proven, successful experience with all-hazard disaster planning, preparedness, response, mitigation and recovery programs.
Related experience in emergency management programs supporting a higher education institution.
Certification as a Florida Professional Emergency Manager (FPEM).
Proficiency with Excel, Word and PowerPoint and Google Mail applications.
