The State of New Hampshire, Department of Health and Human Services, Bureau of Child Support Services has a full time vacancy for Attorney I.

SUMMARY:

Acts as legal counsel to the Bureau of Child Support and prosecutes cases in the establishment of paternity and support before the Family Division Courts.

RESPONSIBILITIES:

Initiates and assumes full responsibility for all stages of litigation in the Family Division Courts to establish court orders for paternity, child and medical support, and reimbursement of public assistance.

Represents the Bureau of Child Support Services in litigation involving the enforcement of child support orders, and actions brought to modify support orders.

Initiates & assumes full responsibility for all Uniform Interstate Family Support Act cases in Family Division Courts.

Litigation activities include drafting pleadings and motions, conducting discovery, researching legal issues and writing legal memoranda, preparing witnesses for trial, negotiating settlements, and presenting evidence and oral argument at court hearings and trials.

Advises and supervises Child Support Officers on case investigation, negotiation of support agreements, and court and administrative remedies.

Supervises the establishment work of Child Support Officers, rejects unsatisfactory work.

Advises Child Support staff of new legislation and court decisions affecting child support enforcement.

Drafts proposed child support related legislation.

Assists Child Support Policy Unit in drafting support enforcement policy and procedures.

Drafts, negotiates, and monitors contracts with vendors and other state agencies.

Designs, develops, and implements legal training for Child Support Officers.

MINIMUM QUALIFICATIONS:

YOUR EXPERIENCE COUNTS:

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Education: Juris Doctorate from an American Bar Association recognized law school.

Experience: Two years of experience in the active practice of law.

License/Certification: Valid driver’s license and/or access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS: Must be an active member of the New Hampshire Bar Association and in Good Standing.

RECOMMENDED WORK TRAITS: Knowledge of pertinent laws of trial, legal procedures, and methods of legal research. Ability to prepare legal cases and briefs and to represent an agency in court proceedings. Ability to render effective decisions and deal tactfully with the courts, local enforcement officials, state department heads, and the public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
