The State of New Hampshire, Department of Health and Human Services, Project Management Office has a full time vacancy for Senior Project Manager.

SUMMARY:

To evaluate business policies, practices and procedures for the Department of Health and Human Services (DHHS) to assure successful development and delivery of complex business and technology projects and initiatives supporting the Department’s mission. Includes coordination with other state agencies and responsibility for ensuring successful outcomes for large, cross-divisional initiatives. This position is assigned to the Project Management Office (PMO).

RESPONSIBILITIES:

Partners with DHHS and Department of Information Technology (DoIT) leaders to ensure successful delivery of complex business and technology projects by managing scope, cost, schedule, quality, staffing issues, risks and communications. Responsible to ensure coordination of all client activities and process interfaces during the initiation, planning and design, execution and closing phases of specific projects. For technology projects, this may include design, development, testing, quality assurance and implementation in an overall evaluation process.

Develops and maintains detailed project plans and business requirements, including functional specifications, communications, risk and issue management plans, and project schedules for specific projects. Monitors progress for completion of project deliverables and adjusts project schedules to reflect approved changes and variances to baseline plan.

Researches, analyzes, develops, recommends and assists in the implementation of project management best practices, business processes, detailed business requirements and opportunities for process enhancements tailored to meet business and program requirements. Educates stakeholders on best practices and provides coaching and mentoring to equip stakeholders in the use of best practices.

Determines the most effective project management strategy for projects and initiatives for review with business leaders and the PMO Director, including primary responsibility for managing the project if applicable. Facilitates resolution of obstacles and issues pertaining to resource availability, decision-making, establishing priorities and any similar challenge facing large, complex and cross-divisional or cross-agency initiatives.

Utilizes and assists in the development of the Department’s project management life cycle methodology, including methods, techniques standards, templates, manuals and tools, to identify the appropriate best practices to be applied to a specific project to ensure successful completion within time and budget.

Develops planning documents and functional specifications for identified workflow improvements and system changes and interfaces with other internal and external operations.

Provides in-depth analysis of each phase and specification of the project as it relates to project health and progress toward project objectives. Presents analysis and recommendations to senior management and other project stakeholders.

Initiates research with clients and vendors to identify potential internal and contracted services to meet business and program requirements. Researches, develops and recommends automated solutions to user-identified needs. Assists in the development of, or provides timely analysis and feedback on, procurement documents such as Requests for Information, Requests for Proposal and contracts, particularly where technology and business policies and procedures are critical success factors for the initiative.

MINIMUM QUALIFICATIONS:

YOUR EXPERIENCE COUNTS:

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Education: Bachelor's degree from a recognized college or university, preferably with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.

Experience: Seven years' experience in systems analysis, broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid driver’s license and/or access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS: Strong organizational skills with attention to detail and ability to multi-task are very important. Collaborative, inclusive style. Exemplary interpersonal, listening, and problem solving skills. Excellent written and oral communication skills. Strong analytical skills. Responds and follows-through on assigned tasks in a timely and professional manner. Proficient in the use of MS Office products and project management software tools.

PREFERRED QUALIFICATIONS: Project Management Professional (PMP) certification preferred.

RECOMMENED WORK TRAITS: Ability to plan, direct and coordinate activities to facilitate cooperation of diverse professionals and other interested parties in the delivery of project objectives. Ability to analyze and interpret information to make recommended changes in project management policy, planning and budgeting, and the ability to express and communicate ideas clearly to a wide range of individuals including senior DHHS managers, consumers, health care professionals, legislators, financial managers and others.
