The State of New Hampshire, Department of Health and Human Services, Bureau of Human Resources has a full time vacancy for Talent Acquisition Specialist.
SUMMARY:
Provides support to the Talent Acquisition Manager in building recruitment pipelines by sourcing all viable applicants with a focus on the 24/7 facilities and areas with high turnover. Works with various internal stakeholders to create, develop, implement, promote and execute a sustainable DHHS Internship Program. Provides support in managing various external recruitment platforms and the DHHS external website. Assists in recruitment related activities such as trainings, career/job, internship fairs and workforce development sessions both virtually and in person.
RESPONSIBILITIES:
Creates and manages an internal sourcing program for the agency by building a candidate pipeline of all viable applications with a focus on the 24/7 facilities and areas with high turnover.
Works with various internal stakeholders to create, develop, implement, promote and execute a sustainable DHHS Internship Program . Develops and maintains professional relationships with appropriate colleges, universities, and high schools to recruit prospective interns. Educates appropriate DHHS staff in divisions where internships have been successful or where they can be a value-added component, ensuring proper identification of appropriate DHHS employees to supervise interns.
Makes connections and builds relationships with the Community College System and other New England universities and colleges to develop academic partnerships to increase the number of hires of new graduates, enrolled students, and interns.
Participates in recruitment related activities such as trainings, career/job fairs and workforce development sessions both virtually and in person.
Assists the Department’s Talent Acquisition Manager with managing various external recruitment platforms including but not limited to- LinkedIn, Indeed, Glassdoor, Handshake and the DHHS HR page of the external website.
Provides backup support in certifying and validating credentials for online applications in response to departmental postings and outside recruitment. Answers inquiries from applicants, employees, managers, and the general public to provide information on policies and procedures related to recruitment, certification, and selection; ensures appropriate response and follow-up is completed. Answers inquiries and advises employees of promotional and transfer opportunities.
Partners with DHHS Directors and the Division of Personnel for recruitment activities of management level and unclassified employee recruitment. Writes, edits and places employment advertisements as needed on various external platforms including newspapers and trade journals.
Provides supervision and support in answering questions from recruitment and onboarding personnel in the absence of the supervisor. Including but not limited to special projects, assigning work, and reviewing completed work for accuracy. Provides support to complete special projects as assigned by the Human Resources Administrators.
MINIMUM QUALIFICATIONS:

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Education: Bachelor's degree from a recognized college or university with major study preferably in industrial relations, personnel management, or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years' experience in professional personnel work at an administrative, supervisory or technical level with experience in one or more of the following: job classification, examination, job analysis, personnel administration, labor relations, recruitment or related experience. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Eligibility for a New Hampshire driver's license.
Special Requirements: All applications for this class shall be certified by the Director of Personnel.
Preferred Qualifications:
Strong knowledge and proficiency with MS office applications and HRIS system. Ability to create spreadsheets, databases and database queries. Ability to build relationships internally and externally; excellent interpersonal and communications skills; solid understanding various of sourcing techniques and familiarity with external recruitment platforms.
