We’re looking for a full-time Director of Finance to join our Finance & Accounting Division.
In this pivotal role, you will oversee finance functions that are essential to our mission. Your responsibilities will include:
- Manage the annual Operating Fund, Program Plan, and Administrative Budget, overseeing the cash flow process and supervising the staff responsible for its completion. Monitor subsidy resources to optimize cash position and investments of available funds.
- Coordinate the bond issuance process, including scheduling, project structure analysis, bond structure review with advisors and underwriters, and preparation of offering documents and loan interest rates. Oversee secondary market disclosures for all bond issues, evaluate arbitrage rebate exposure, and coordinate rebate computations and tax payments.
- Prepare the annual cash flow models to support NH Housing’s multi-year program planning, including the tracking of available resources and the tracking of planned program expenditures. Prepare various actual vs. forecasted liquidity (cash) reports relative to the expenditure of program plan resources and provide observations and recommendations to financial management regarding the adequacy of the liquidity position relative to short and long-term requirements.
- Oversee daily cash availability and make recommendations regarding the timing of investments, bond issue cash withdrawals and other cash management practices.
- Assess and mitigate risks from regulatory non-compliance including risk review which informs and guides program directors. Identify and assess audit and compliance risks relative to grants and programs and develop/modify associated policies and processes.
- Foster a high-performing team culture through regular coaching conversations, active performance management, and targeted development opportunities while engaging and motivating team members to achieve individual and organizational goals through clear expectations and ongoing guidance.
For training purposes, the first six months of work will be in the office. Intermittent remote work available after that time.
Your experience, skills, and education should include:
- Ability to read, write and speak English at a proficient level.
- Understating of debt issuance and bond compliance principles and practices
- Extensive experience with computerized financial and accounting systems.
- Advanced user of excel.
- At least ten years relevant work experience or an equivalent combination of education and experience.
- Bachelor’s degree in a related field.
- CTP, FPAC, CFA or equivalent designation preferred.
