COURT IMPROVEMENT PROJECT COORDINATOR - This highly responsible multidisciplinary work in the New Hampshire Judicial Branch (NHJB) involves coordinating the development, training, implementation, and evaluation of statewide improvements to the handling of child protection cases in the Circuit Court. Employees in this position will be required to travel during the regular course of business and are subject to transfer or reassignment at the discretion of the Administrative Judge of the Circuit Court or designee. Regular, full-time position working in the New Hampshire Court System, subject to sufficient and continued federal funding.

QUALIFICATIONS - EDUCATION AND EXPERIENCE

  • J.D. preferred, with five to ten years’ experience in a court and/or in a social service setting; or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills:

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Maintain and promote effective management of child abuse/neglect and permanency-related cases, to ensure that permanency is achieved in a timely manner.
  • Conduct research related to child protection and related cases, including but not limited to best practices that support timely permanency for children, youth and families and alternatives to contested litigation in child abuse and neglect cases.
  • Manage projects related to improvements in child protection court practices.
  • Serve on statewide committees, project teams, and other internal/external working groups related to child protection.
  • Represent the NHJB as the court expert in national fora related to child protection.
  • Identify and monitor metrics to evaluate impact of implemented improvements.
  • Support and evaluate courts’ consistent use of the Protocols Relative to Abuse and Neglect Cases and Permanency Planning that track state law, federal law, and best practice.
  • Monitor state and federal legislation and New Hampshire Supreme Court decisions and update the Protocols accordingly.
  • As needed, draft and edit new court protocols, standard court orders, and forms.
  • Develop and implement strategies to enhance active judicial oversight of abuse and neglect cases, including developing bench cards for use at child protection hearings, convening judicial focus groups, facilitating judges’ membership in national organizations, and attendance at national conferences and trainings.
  • In collaboration with multidisciplinary committees, establish and promote understanding of the roles and responsibilities of system participants in child protection cases including judges and court staff, DCYF, attorneys for parents and children/youth, private guardian’s ad litem (GAL) and Court Appointed Special Advocates (CASA GALs).
  • Identify and develop resources to meet the needs of children and families in child abuse/neglect and permanency-related cases and share resources with internal and external stakeholders.
  • Convene and facilitate regular multidisciplinary committee meetings.
  • Partner with the project’s multidisciplinary Executive Committee to identify areas for improvement, develop training curriculum, create training videos, and coordinate trainings for judges and court staff, DCYF staff and attorneys, guardian’s ad litem and attorneys for parents and children/youth. As appropriate, present and/or facilitate at trainings.
  • Manage New Hampshire’s federal Court Improvement Project grant, including but not limited to submission of an annual grant application, oversight of a budget, negotiation of contracts with vendors and consultants, accounting and auditing of grant funds, and completing comprehensive federal grant reporting requirements.
  • Perform related work as required.
