GENERAL SUMMARY - STAFF ATTORNEY I
Provides a variety of legal research and related assistance to the Circuit Court. Increases quality and consistency in the Circuit Court through research, analysis, and drafting of legislation, court rules, and administrative orders. Serves as a referee appointed by the Administrative Judge of the Circuit Court. Works collaboratively with the Circuit Court administrators..
ESSENTIAL DUTIES & RESPONSIBILITIES
- Monitor, review, research, and draft legislation, court rules, administrative orders, and procedures in support of the Circuit Court administration in conjunction with the Circuit Court Administrative Judge and/or Administrators. Monitor and research all of the above to increase uniformity of practice in the Circuit Court.
- Research and monitor complex case litigation issues.
- Investigate, research, coordinate, or implement special projects, procedures, and policies for the Circuit Court.
- Serve as legal resource for Circuit Court judges.
- Compile and coordinate judicial orders for use by other judges on similar topics.
- Where appointed, serve as referee to hear any probate, family or district matter at law or in equity, or for the determination of any question of fact pending in the court wherein the parties are not, as a matter of right, entitled to a trial by jury.
- Assist in responding to attorneys and the public concerning such questions and issues, when necessary.
- Provide legal interpretations of statutes, case law, court rules, and procedures at the direction of the Administrative Judge or designate to support the effective administration of the Circuit Court and to implement policy decisions.
- Prepares legislative alerts for clerks and judges of yearly statutory changes impacting the Circuit Court.
- Work on system-wide projects and committees as assigned by the Administrative Judge or designee.
- Serve as liaison between the Administrative Judge and various offices concerning selected projects affecting the administration of the Circuit Court. Attend NH Bar Association presentations concerning issues affecting the Circuit Court.
- Conduct legal research and prepare memoranda at the direction of the Administrative Judge or designee.
- Review all newly released NH Supreme Court opinions and brief the Administrative Judge and all circuit court judges, regarding the impact of the opinion on the circuit court.
- Performs related work as required.
MINIMUM ENTRANCE QUALIFICATIONS
Education and Experience
- Graduation from a four-year college or university
- Law degree from an A.B.A.-accredited law school
- Two years of court-related experience, including experience as a law clerk
OTHER JOB REQUIREMENTS
- Successful completion of a background check, including a criminal records check and motor vehicle records check.
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
- Common law, New Hampshire statutory and constitutional laws, and federal constitutional law
- Judicial procedures, rules of evidence, and appellate procedure in New Hampshire
Skill in:
- Researching and preparing legal memoranda
- Interpreting laws, rules, and regulations
- Communicating complex and technical legal matters clearly and concisely, both orally and in writing
Ability to:
- Analyze legal issues and identify relevant case opinions and facts
- Work as part of a team and establish/maintain effective working relationships with judges, administrative staff, court clerks, legislators, attorneys, and the public
- Perform all assigned duties with minimal instruction and supervision, including setting work priorities.
- Recognize and maintain confidentiality while upholding the dignity and integrity of the New Hampshire Judicial Branch.
