New Hanover County is looking for a Data Analyst to join the Health and Human Services Department. This position performs professional level health and human services functions related to assessment and analysis of programs and services to include clinical services, environmental health, economic programs, child welfare and/or organizational training and professional development. This position also serves as subject matter expert in the area of assignment by researching and providing information, recommending strategies and actions, analyzing data and preparing reports, and provides communication to HHS leadership about program analysis and project status, ensuring quality information. Other responsibilities include:- Develops and maintains a database collection system in an existing database structure managed by IT; working with management to identify critical metrics and KPIs; prioritizing agency needs; collecting data from primary and/or secondary data sources; basic filtering and cleaning data; identifying trends/patterns in the data; visualizing and presenting findings to agency stakeholders; developing and maintaining dashboards; and creating documentation on source data.
- Reviews and evaluates data to ensure accuracy; compares the data against other system queries to confirm the accuracy; annotates differences in the data history.
- Provides additional cleaning of redundant or erroneous data as part of the process to provide usable and trusted data.
- Reviews data applications, and sources of bad data with IT to assist in redesigning databases to eliminate or minimize the issues of imperfect data sources.
- Manages the creation of a variety of database options created in a BI Database, Access, and SharePoint.
- Manages the development of detailed mapping which is maintained daily along with any changes in access to source queries.
- Documents and explores HHS agency data definitions using strategic KPIs, creates logical and physical models translating the KPI tracking into databases using both relational and dimensional modeling.
- Creates and analyzes data trends and comparisons by utilizing tools that use both algorithm and predictive modeling tools to view the data from various perspectives.
- Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.
- Performs work during emergency/disaster situations.
- Performs other duties of a similar nature or level.

Must be available to report for emergency work assignments during emergency situations.
Salary Information:
The hiring range for this position is $59,168 - $79,877. Salary will be determined based on qualifications, internal equity, budget, and market considerations. Bilingual candidates are eligible for a differential (5%) when performing Spanish language interpretation during the course of work.

- Qualifications
Minimum Education/Qualifications:
Bachelor's Degree in a related field, and two (2) years of related experience; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the specific position as listed above.
Required Knowledge/Skills:
Knowledge of principles and methods of social services accounting and budgeting procedures; financial, statistical and program analysis; performance measurement systems related to social services budgeting; budget software programs; applicable laws, functions and operations relating to department of Social Services operations.
Skilled in using computers and applicable software; evaluating program effectiveness; analyzing and interpreting program and financial data; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.- Licenses/Certifications
