Job Summary:
Assures quality in programming and services through site and paperwork review. Supervises and supports program managers and coordinators and functions as a designated coordinator when necessary. Participates in new development and manages the fiscal direction of existing programs. Participates as a member of the program management team.

Directly supervises: Program coordinators, Program Managers
Indirectly supervises: Administrative Staff
Essential Job Duties and Responsibilities:
- Assures quality of programming and services through planned and spontaneous quality reviews ensuring the mission of New Hope Living, Inc. is achieved
- Conducts quality assessment reviews monthly at every site;
- Supports and assists with problem solving, as requested or as needed;
- Provides technical assistance and support by identifying resources and facilitating the use of resources;
- Coordinates training for all program employees through demonstration, discussion, and continual role modeling.
- Analyzes, within twenty-four hours of receipt, vulnerable individual investigative summary reports, Accident/Incident Reports, and EUMR reports, by evaluating the factors that caused the incident and determining measures of prevention in order to eliminate or minimize future risk to the individuals served, to employees, and to New Hope Living.
- Writes and implements corrective action plans within one week after receiving reports;
- Reviews and answers grievance from individuals served within one (1) week or receipt.
- Supervises the assigned program managers and program coordinators by using team-based management techniques and practices.
- Collaborates with human resources in interviewing and on decisions of selection promotion, pay, and job correction according to established timelines and in compliance with policy and in accordance with state and federal employment laws
- Writes jobs evaluations at three (3) month and annual intervals and gives ongoing performance feed back
- Oversees the training of new program managers and program coordinators, using the orientation checklists and submitting all documentation within 30/60 days of hire;
- Schedules and participates in regular meetings with programs managers and program coordinators
- Reviews and analyzes selected financial reports, within one (1) week of receipt, by evaluating the factors creating discrepancies within the budget, in order to ensure adequate resources for the program, profitability for the program, and compliance to the budget.
- Formulates a written corrective action plan and submit to the lead program Director, within one (1) week of receipt of financial reports;
- Implements approved action plan or delegates action plan to program manager or program coordinator with regular follow up.
- Participates in the development of new programs and manages the fiscal direction of existing programs, under limited supervision, according to budgetary guidelines and county direction ensuring the efficiency and effectiveness of all services.
- Develops new budgets and reviews existing budgets using established guidelines and time frames;
- Writes proposals for existing sites and negotiates with county representatives during contract renewal;
- Locates appropriate housing for new and existing programs, according to county, family and individual choice;
- Completes foster licensing for new programs ensuring compliance with fire code standards, individual county requirements, and budgetary guidelines prior to opening of program;
- Coordinates employments needs of new programs with human resources at lease one (1) month prior to program opening
- Participates as a member of the program management team and works on agency wide issues enhancing the quality of services provided.
- Develops and revises program policies and procedures;
- Arranges and participates in agency program forums and program management meetings
- Develops in depth knowledge of some aspect of developmental disabilities
- Develops and presents training modules;
- Conducts vulnerable individual investigations
- Promotes New Hope Living through public relations activities enhancing the agency’s reputation in the field of developmental disabilities.
- Attends meetings with county representatives;
- Participates in professional associations
- Evaluates program efficiency and effectiveness by performing Designates coordinator functions and responsibilities, in the absence of a Designated Coordinator, according to established timelines ensuring satisfactory conditions at each site.
- Observes and evaluates the implementation of programs and services;
- Documents the evaluations and observations on the Compliance Audit Report;
- Identifies and documents training needed for direct services team to properly implement outcome support plan
- Instructs and assists employees in implementing the outcome support plan
- Skills, Knowledge, Credentials:
- (1) a baccalaureate degree in a field related to human services, education, or health and one year of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older, or equivalent work experience providing care or education to vulnerable adults or children;
- Strong written and oral communication skills
- Program skills acquired by five (5) or more years of full-time equivalency employment in a MR/DD setting. Three of five years must be in a residential MR/DD setting.
- Program Skills acquired by two (2) or more years of full time equivalency employment in a program manager level position (the two (2) years may be part of the five (5) years required in #3) One of the two (2) years in a program manager level position must be in a residential twenty- four (14) hour program.
- Supervisory skills acquired by three 3) or more years of experience in a supervisory position.
- Ability to work independently with minimal instruction and supervision
- Ability to practice team-based management.
Physical Demands: Must be able to travel a radius of 30 miles from the main office with visiting sites.
