JOB SUMMARY :
Under the direction of the Associate Vice President for Persistence, the OSP Director oversees the Educational Opportunity Fund Program at New Jersey City University and acts as a liaison to EOF / OSHE / NJ in Trenton. Will work 40 hours per week nights and weekend on occasion.
RESPONSIBILITIES : Oversees the day-to-day operations of the OSP Program; sets goals, plans and implements programs and develops Program policies in accordance with University and the EOF Regulations
- Administers and interprets applicable State and Federal laws that impact on the University.
- Prepares and / or directs the preparation of reports and studies containing findings and recommendations for the review, information and assistance of supervisors at the University and administrators in the Office for the Secretary of Higher Education (OSHE).
- Compiles and summarizes statistical and other data for reports to the University and State.
- Participates with other senior managerial staff in the development of university policies and in long- and short-range planning.
- Develops, administers and monitors the Program budget; reviews and approves or disapproves requests for expenditures.
- Prepares the OSHE mandated financial reports, including the Academic Year, Summer Program and, where applicable, the Winter Funding & Special Project Budgets—along with the comprehensive Annual Report
- Supervises staff and directs work operations, develops performance standards, reviews and makes performance evaluations, provides guidance and counsel to staff and approves personnel actions within the Program including promotions, hiring and disciplinary actions in accordance with university policies and State regulations.
- Evaluates Program goals, operations and performance; as required, develops and implements alternative procedures to improve performance and meet the Program objectives.
- Consults with and seeks approval from the supervisor on the most unusual problems or policy matters, particularly when the results of decisions impact significantly on university-wide programs.
- Establishes and maintains effective communication and cooperative working relationships with university administrators, faculty and staff, government and private agencies and / or the public in order to accomplish the objectives of the Program.
- Maintains integrity and appropriate confidentiality in University and Program operations.
- Approves and / or develops public relations materials relating to the Program.
- Represents the University at conferences, seminars or meetings as required.
- Initiates and plans conferences, seminars, and workshops.
- Prepares and / or supervises the preparation of detailed correspondence.
- Serves on ad hoc and standing committees as required.
- Directs the establishment and the maintenance of essential records and files.
EXPERIENCE : Six (6) years of experience in a related field / area of higher education (i.e., opportunity programs, student success or persistence, state or federal student support programs)
EDUCATION : Graduation from an accredited college with a Master's degree in education, psychology, social work, counseling, marketing or a related field.
KNOWLEDGE, SKILLS & ABILITIES : Requires experience working with students from economically and educationally disadvantaged backgrounds, excellent communication skills, especially public speaking, ability to work on group projects and team-oriented tasks, ability to work with personnel in various college offices, and computer literacy that includes MS office applications including Power Point. Also requires knowledge of best practices in college recruitment. Experience with EOF, HEOP, or other state-funded opportunity programs is desired.
