JOB DESCRIPTION

Under supervision, coordinate preservation and enforcement activities for HAS units; including illegal rentals of
homeownership and rental units, foreclosure tracking outreach to municipalities related to preservation of affordable
units, coordination between municipalities, lenders and owners of affordable units in foreclosure and perform related
duties as assigned.

JOB RESPONSIBILITIES

1. Manage all Housing Affordability Service (HAS) compliance activities.

2. Coordinate all outreach efforts in relation to illegal rentals; compose initial outreach to noncompliant homeowners
and illegal tenants and track all reports of illegal occupancy.

3. Work with municipalities, the Municipal Housing Liaison, attorneys, code officers and tax collectors to determine
illegal activities. Develop a method of assessing the legality of occupancy and apply the method to reported illegal
units.

4. Investigate and track foreclosures on HAS units. Prepare correspondence to both owners and municipalities about
options available to keep the unit from going to Sheriff’s sale or losing its affordability controls. Meet with
municipalities as necessary to review foreclosures and develop methods for dealing with them.

5. Track and manage units that have refinanced over the Maximum Refinance Amount. Correspond with
homeowners and financial institutions where an illegal refinance is an issue or may become an issue.

6. Manage all 95/5 units, including notice to the municipality of a 95/5 unit for sale, coordinating the sale if the
municipality chooses to buy the unit, coordinating with a HAS Loan Specialist to ensure an income eligible buyer is
obtained, and collecting and managing the recaptured funds when they are received.

7. Manage HAS Accounts Receivable, including tracking overdue accounts and directing appropriate staff to follow up
on collection, running reports, and working with Finance Division to add or change accounts as needed.

8. Attend policy meetings with the Manager and be prepared to discuss open issues and procedural recommendations.

9. Coordinate and prepare all responses to complaints that may arise.

10. In coordination with Manager and Assistant Director, coordinate, implement and track all annual monitoring
activities.

11. Complete special projects as requested.

MINIMUM REQUIREMENTS

Education / Experience:

Education and Experience Requirements
Four (4) year college degree; eight (8) years of relevant experience; or an equivalent combination of both education and experience which meets the required knowledge, skills and abilities.

Skills:

• Extensive knowledge of Federal and State housing programs.
• Extensive knowledge of Federal Housing Administration requirements.
• Extensive knowledge of program development and implementation procedures.
• Knowledge of the Uniform Housing Affordability Controls.
• Knowledge of rules and procedures governing the Council on Affordable Housing and the Department of Community Affairs-Balanced Housing program.
• Knowledge of program planning and marketing methodology.
• Knowledge of New Jersey housing market, real estate sales and rental properties.
• Knowledge of real estate property management procedures.
• Ability to communicate effectively orally and in writing and to listen actively.
• Ability to act as a subject matter expert for all HAS team activities
• Ability to interpret information and make appropriate recommendations.
• Ability to maintain a positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.

Certificates & Licenses Required: A valid driver's license in the State in which the person resides is required if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
