Scope of Eligibility: Open to current NJ Department of Military and Veterans Affairs permanent employees in a
competitive title and permanent NJ State employees in a competitive title who meet the requirements listed below.
Job Description: Under supervision of a Manager 2, Human Resources in a state department or agency, where the chief
personnel officer is classified as a Manager 2, Human Resources, directs a major sub-element of the human resource
program; or under the direction of a Manager 3 or 4, Human Resources, directs the staff, supervised by personnel
professionals, of two (2) or more human resource programs such as recruitment, benefits, payroll, personnel transactions,
personnel orientation, employee relations, employee counseling, etc.; or serves as the chief of human resources in an
institution or autonomous division employing less than 700 employees.
SPECIAL NOTE:
- NJ State Law (N.J.S.A. 26:2h-18.79) requires all health care facility employees to have the influenza

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30)
semester hour credits are equal to one (1) year of relevant experience.
NOTE: The following experience at all levels, as a primary function, does not include the processing of personnel
transactions, completion and checking of forms, filing, or data entry.
Ten (10) years of professional experience in a personnel or human resource management program, three (3) years of
which shall have been in a supervisory capacity.
OR Possession of a bachelor's degree from an accredited college or university; and six (6) years of the above-
mentioned professional experience, three (3) years of which shall have been in a supervisory capacity.
OR Possession of a master's degree from an accredited college or university in Public Administration, Business
Administration, Social Work Administration, Personnel Administration, Psychology, or Guidance and Counseling; and
five (5) years of the above-mentioned professional experience, three (3) years of which shall have been in a
supervisory capacity.
License: Appointee will be required to possess a driver's license valid in the State of New Jersey only if the operation
of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Residency: Pursuant to the “New Jersey First Act” N.J.S.A. 52:14-7 (L. 2011, Chapter 70), newly hired public
employees are required to reside in the State of New Jersey, unless exempted under the law. If you do not reside in New
Jersey, you have one (1) year after you begin employment to relocate your residence to New Jersey.
Authorization to Work: Selected candidates must be authorized to work in the United States per the Department of
Homeland Security, United States Citizenship and Immigration Services regulations.
