Why does the job exist?
These position exists to provide support, consultation and assistance to all levels of management and leadership regarding all labor related human resource activities. The Labor Relations Specialists II is responsible for review and approval of all FMLA and ADA accommodations for the Department and must ensure a high level of confidentiality, quality, professionalism, and unbiased assessment and recommendations, pursuant to the ADA, FMLA, NMDOH policy, NMAC, our Union contracts. Additionally, the Labor Relations Medical Specialist provides guidance on appropriate next steps for all aspects of employee relations including grievances, disciplinary actions, investigations, and union concerns.
How does it get done?
The Labor Relations Medical Specialist II is in constant communication with their assigned Divisions/Facilities and must be able to multi task, analyze, review, write, edit, and make recommendations on disciplinary actions, labor relations issues/concerns, employee evaluations, NMDOH policy, NMAC, union collective bargaining agreements (CBAs), ADA, and FMLA, while ensuring that analysis and recommendations are in alignment with NMDOH Policy, State Personnel Rule in NMAC, our Union CBAs and local, state and federal laws.

All NMDOH leadership, Managers/Supervisors and our Employees.
Ideal Candidate
Will have:
- Experience and knowledge of the ADA, FMLA and reviewing all requests submitted under both acts, in a timely manner pursuant to federal guidelines.
- Excellent Communication skills including the ability to actively listen to our staff and employees.
- Experience working with the State of New Mexico's collective bargaining agreements with both AFSCME and CWA.
- Experience in drafting and editing of disciplinary actions and grievance responses.
Minimum Qualification
Bachelor's degree in any related field and two (2) years of experience related to human resources operations, conducting investigations, documenting findings and disciplinary actions, collective bargaining, or problem resolution. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Must possess and maintain a valid Driver's License.
Working Conditions
Office setting, including meeting in person with staff, as well as virtually and over the phone. Telework is not an option at this time for SoNM employees, however career employees are eligible for alternate work schedules, fitness & wellness time, as well as the ability to flex their time with approval. Infrequent travel is required, based on business needs.
