The Policy and Communications Division of the New Mexico Department of Health (NMDOH) plays a crucial role in enhancing the department's effectiveness in various areas. This division provides expert guidance on policy development, internal strategic planning, and legislative affairs. It is also responsible for timely communication of health-related issues to the public and for leading marketing campaigns designed to improve the health of all New Mexicans. By delivering these essential services, the Policy and Communications Division aims to establish NMDOH as a trusted source of health information and to support the department's overarching goal of making New Mexico the healthiest state by 2040.
Why does the job exist?
The purpose of this position is to contribute to the Department of Health's achievement of its overall mission for a healthier New Mexico by ensuring ongoing relationships between the New Mexico Department of Health and the New Mexico Legislature and other statewide policy makers. This position will regularly engage with the various divisions within NMDOH regarding evidence based policies and promising developmental policies related to the improvement of the overall health of New Mexicans. As part ofregular engagement with both the New Mexico Legislature and divisions within NMDOH, the public health policy analyst will conduct research into state and federal law and regulations. This position will serve as a liaison between the the policy and communications division and other NMDOH divisions to identify policy needs, train divisional representatives on engaging the legislature, and manage contracts and requests for funding proposals (RFPs) related to the internal development of policy.
How does it get done?
- Design, create, and implement a system for engagement between divisions and the New Mexico Legislature regarding policy analysis. This will include frequent meetings with internal partners to discuss policy needs and provide regular feedback to internal partners on the success of ongoing efforts to better engage the New Mexico Legislature.
- Provide technical support and training for NMDOH divisions on the development of clear and concise policy recommendations. Regularly update internal policies and procedures related to the development of DOH policies and the preparation of grants, RFPs, or other funding requests related to policy development.
- Regularly update and streamline internal policies and procedures. Analyze and research the potential impact of various policies, regulations, and statutes on the agency and report findings and recommendations to the policy manager and senior department leadership.
- Coordinate regular update meetings on topic-specific policy areas with interested elected officials.

This role works with internal NMDOH programs, PCD leadership, local elected officials, and other county and city government stakeholders.
Ideal Candidate
We are seeking a candidate with a strong background in public health policy and policy analysis. The ideal candidate will have experience engaging with policy-makers, conducting in-depth policy analysis, and influencing policy decisions. They should possess excellent written and verbal communication skills and be adept at preparing reports, briefs, and recommendations for diverse stakeholders.
Minimum Qualification
Bachelor's degree and three (3) years of experience program administration or project management in areas related to the purpose of the position. Any combination of education in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
