Position Summary
Manages, coordinates and supervises minor capital projects; manages and supervises personnel in the following areas : heating, ventilation air conditioning (HVAC) operations; building automation controls operations; electrical distribution operations; plumbing operations; vehicle / heavy equipment / bus charters / CDL drivers, equipment operations and locksmith operations of the Facilities Management Department. Provides the AVP with backup support and assistance as needed.
Duties and Responsibilities
- Capital improvement functions, which include project and personnel management, budget control, business resources, plant operations and utility monitoring.
- Schedules contractor services and manpower levels, and prepares technical work scopes, material usage, and ensures deadlines are met for various projects from start to completion.
- Continually oversees / monitors and updates all university personnel from start to completion of repairs and troubleshooting of issues.
- Works cohesively and affectively with contractors vendors, agencies, and the university community to resolve issues and repairs as they arise.
- Assists in the preparation of RFP's, IFB's and RFQ's to complete various construction tasks.
- Identifies cost-benefit alternative approaches to project implementation.
- Attends meetings on behalf of the AVP for Facilities & Planning.
- Serves on various committees within the university.
- Follows all university policies and procedures and ensures crews do, as well.
- Reviews each project to ensure Building and Mechanical Code Compliance, ADA compliance, OSHA Risk Management considerations, and general university policies and procedures are being met.
- Maintains CAD files for all building floor plans, and prepares, modifies, and plots AUTOCAD files for contractor and user reviews on small projects;
- Ensures all personnel are operating safely and are receiving routine trainings on safety and other trainings as needed.
- Maintains insurance and warranty certificates for current projects;
- Troubleshoots and investigates multiple issues until resolved.
- Assists in processing documentation for filling vacant positions with the areas managed;
- Generates quotes for purchase requisitions for materials, equipment, architectural, engineering and contractor services;
- Procures project materials and services for areas managed and processes invoices for payment for projects managed;
- Provides support and supervises all HVAC, Locksmith, Electrical, Plumbing, Vehicle and building automation system operations;
- Maintains records of employees and work study absences, and verifies accuracy of timesheets for employees assigned. Approves absences and timesheets in accordance with regulations.
- Monitors 45 boilers for service, preventative maintenance and repairs;
- Responds to emergency calls regarding transportation, electrical, plumbing, heating / cooling, locksmith, and project issues on an on call basis.
- Manages a fleet of 42 vehicles, 4 buses, 2 tractors, 2 skid steer loaders and 10 Mini Trucks / UTV's for service, preventative maintenance, and repairs.
- Coordinates the transportation of vehicle assignments and processes trip tickets for departments.
- Works with Accountant to verify and approve monthly billings.
- Manages State of New Mexico Gasoline credit card system that are provided for fueling and servicing vehicles and buses;
- Manages and supervises CDL drivers;
- Develops effective work flows and processes to provide prompt and maximum quality services to the campus community.
- Monitors 44 buildings for plumbing, keying, door functions, ADA entryway compliance services, and assists in overseeing preventative maintenance and repairs at buildings and that buildings are running efficiently and safely;
- Takes immediate steps to address deficiencies;
- Works well and cohesively with other managers in the department to coordinate joint activities;
- Attends trainings and researches to understand issues and obstacles that arise and require attention.
- Oversees water and sewer distribution on campus;
- Coordinate new installations and repairs of various systems and fixtures on campus;
- Oversees work orders are being completed for areas managed;
- Oversees the locksmiths who maintain or repair electromagnetic and swipe card security systems that secure the facilities;
- Manages the distribution of of facility keys to staff / faculty / students per approved key requests;
- Oversees electricians who test equipment and replace circuit breakers and switches to ensure transformers, lighting, and electrical systems are in working order, and schedules automated lighting systems in buildings :
- Coordinates electrician's use of wiring diagrams, blueprints, and other building specifications to plan repair work;
- Monitors on a 24 / 7 / 365 schedule all boilers and chiller alarms for buildings on the Tracer ES system;
- Maintains regular attendance;
- Performs other job-related duties as assigned.
Minimum Job Requirements
EDUCATION / EXPERIENCE : Bachelor's degree or must obtain a degree within a year of acceptance in Facilities Management, Engineering, Architecture, Business Administration, or a related field, and three years experience in business and / or a trade.
Preferred Qualifications
Experience in higher education.
