About the Role:
The Deputy Director of Capital Operations will work closely with the Executive Director and Deputy Director of Operations & Outreach in driving the PSFA's mission forward. You will spearhead key initiatives, manage crucial projects, and collaborate with diverse stakeholders to ensure the success of our programs. Key Responsibilities:
• Assist the Director in daily operations and management of the agency.
• In collaboration with the Deputy Director of Operations, Coordinates activities within the Public School Facilities Authority Agency in the absence of the Executive Director
• Directs the activities of a multidivisional state agency, including oversight and supervision of department managers and support staff responsible for programs, facilities, construction, and planning.
• Responsible for providing the final review and signature authority for all contractual obligations for the agency and PSCOC projects, to ensure compliance with adequacy standard minimums, adequacy planning guide, award language requirements, budget availability and all other PSCOC requirements. This includes all contracts, change orders, commitments, commitment changes and budget adjustments on PSCOC awarded projects.
• Oversee various PSCOC programs including but not limited to Standards Based projects, Systems Based projects, pre-kindergarten projects, teacher housing projects, master planning, lease assistance, and Emergency Funding requests and any other PSCOC funded programs.
• Develop policies, procedures and other necessary requirements to implement legislation, programs and rules required by law regarding effective operations, policies and procedures for the PSCOC and the PSFA.
• Review all project proposals and finalized reports to ensure that they meet standards of excellence, comply with adopted standards and guidelines, utilize cost-effective technology, and ensure standards of work quality are maintained.
• Assists in monitoring and analyzing state legislation related to school construction and capital outlay.
• Oversee the PSFA Construction Information Management System (CIMS), oversees and gives final approval to changes and revisions to processes and forms.
• In conjunction with the Executive Director, reviews and approves revisions to the FMAR and FAD databases.
• In conjunction with PSFA Field Staff, communicate regularly with school districts, charter schools, design professionals, and other project stakeholders regarding existing PSCOC projects, potential projects, and/or PSCOC programs.
• Present to PSCOC, PSCOOTF, school boards, and other legislative and public bodies as needed.
• Development and implementation of annual policies, goals and strategic planning for agency.
• Other duties as assigned.
Qualifications:
• Skill in organizing resources and establishing priorities.
• Skill in the use of personal computers and applications, advanced skills in the MS Office Suite with an emphasis in Excel.
• Proficiency in data collection and reporting in Excel and other data management and presentation tools.
• Ability to communicate effectively, both verbally and in writing.
• Ability to create, compose, and edit written materials.
• Ability to gather data, compile information, and prepare reports.
• Strong management skills.
• Ability to establish priorities to perform assigned tasks timely and accurately under pressure of deadlines and additional unexpected.
• Experience with fiscal management and budget development
• Proficiency in project management.
• Experience with staff supervision, performance accountability, and managing cross-functional teams.
• Strong executive leadership and organizational skills with an ability to unite and engage staff for performance.
• Ability to communicate and work toward organization’s vision.
• Knowledge of state and local public work project requirements.
Compensation and Benefits:
• Pay range: $115,000 - $130,000
