Summary of Responsibilities:

The New Orleans Redevelopment Authority is seeking a highly skilled and experienced Compliance Officer responsible for coordinating and monitoring grant programs and contracts funded by the New Orleans Redevelopment Authority (NORA) and New Orleans Redevelopment Unlimited (NORU). Candidates are required to have federal grants management experience and familiarity with Uniform Guidance for Federal Awards 2 CFR 200 which provides the framework for the grant’s lifecycle, performance, and audit requirements. In addition, the Compliance Officer works closely with team members across all departments, external housing development partners, and vendors ensuring projects are implemented in compliance with internal program policies and procedures.

Minimum Education

Bachelor’s degree in Accounting/Finance, Business/Public Administration, Management or related field preferred. Experience using Financial Management Software, Microsoft Excel, Word, PowerPoint, etc., will be an added advantage.

Experience

The successful candidate will have demonstrated success in and/or possess the following skills:

  • 5 years’ experience and knowledge in funding guidelines for federal, state, and local grant funding.
  • Knowledge of the purpose, scope and objectives of the Federal Labor Standards, Section 3 and MWDBE regulations or equivalent experience required.

  • Knowledge of applicable regulations and provisions of the National Environmental Policy Act (NEPA) desired.
  • Demonstrated ability to collaborate and adapt to changing circumstances.
  • Strong communications and reporting skills.
  • Ability to plan, organize and multitask diverse activities.
  • High standards of personal and professional integrity and trustworthiness.
  • Demonstrated ability to respect and maintain confidences whether written or verbal.

Essential Duties

Provide support in the overall department's plan, contributing within the responsibility areas listed below:

1. Grant Administration. Develop compliance systems and tools necessary to support team members with the full lifecycle of grants including pre-award activities and post award reporting. Regularly review grant program’s/project’s internal policies and procedures identifying areas for improvement. Ensure compliance with contractual grants terms and reporting requirements.

2. Project Reporting. Coordinate with team members to ensure projects, programs, and the disposition of grant-funded property follows Community Development Block Grant (CDBG) Program guidance. Coordinates with Property Maintenance vendors ensuring reporting metrics are in compliance with contract. Prepares, and maintains reports and records in accordance with record retention policies. Maintains a database of developers and contractors required to submit monthly and quarterly reports.

3. Compliance Review. Provide technical assistance to grantees in the development and implementation of projects and programs to ensure consistency with the National Environmental Policy Act (NEPA), Davis Bacon Act, Labor Standards, Section 3, and MWDBE compliance in accordance with requirements and NORA’s policies and procedures. This position ensures compliance with all federal crosscutting requirements, performing data collection, monitoring, and environmental review coordination with the City, State and Federal agencies as required.

4. Financial Analysis. Review invoices and track expenses ensuring adequate project documentation. Monitors sub-recipients' activities to ensure compliance. Tracks enforcement actions.

5. Contract Administration. Collaborate with NORA/NORU’s Real Estate and Planning Department ensuring labor standards compliance as described in NORA’s contractual agreements, policies, and procedures.

6. Grant Closeout. Completes the closeout of a grant highlighting project achievements and outcomes. Conducts research to understand the history, structure, and objectives of programs.

7. Reporting and Documentation. Ensure NORA/NORU's compliance plans and reports, including property disposition plans, are in compliance with Federal Program requirements and organization’s policies and procedures. Identify areas for improvement and make recommendations to enhance future grant programs.

Salary: The salary range for this position will be commensurate with experience. NORA offers a benefit package which includes medical, dental and vision insurance, vacation and sick leave, paid holidays, and access to a deferred compensation plan.
