What are the responsibilities and job description for the Purchasing Coordinator position at New York City Council?
The New York City Council’s Administrative Services Division is seeking an experienced Purchasing Coordinator who will be responsible for preparing purchasing documents.
SALARY RANGE:
$60,000 to $80,000
KEY RESPONSIBILITIES:
- Liaison with city agencies and private vendors by maintaining working relationships with The Financial Information Services Agency (FISA), Department of Administrative Services (DCAS) and other entities in a professional and courteous manner including but not limited to corresponding with vendors in preparing Purchase Orders.
- Provides support services by accurately documented written and/or typed materials, maintains filing in an accurate and timely manner, assists in stockroom for deliveries and supply orders on an as needed basis in a courteous fashion.
- Obtains bids for purchase orders over $5,000 as needed in an accurate method.
- Inputs accurate vendor and purchasing data in Citywide Financial Management System (FMS).
- Ensures bidding proposals are accurate and complete according to city regulations.
- Corresponds with vendors, business representatives and/or contractors to publicize Council purchasing requirements and to resolve billing and delivery problems.
- Examines and amends purchase orders for accuracy and compliance with rules and guidelines established by the New York City Comptroller.
- In handling complaints, makes dedicated efforts to resolve problems according to guidelines established by the Council. These procedures may involve asking questions to determine the validity of a complaint, offering possible solutions and providing employees with alternatives.
- Tracks, coordinates and reports on purchasing activities and status.
- Reviews purchase requisitions, checks description and specifications to determine their accuracy, consults with departments and agencies to adjust possible discrepancies.
QUALIFICATIONS:
- Any combination of education and experience that would provide the required knowledge and abilities to perform the associated tasks.
- A degree in business administration, supply chain management, operations management or a similar field preferred.
- Strong or progressive practical experience in procurement of goods, services, construction or construction-related services or professional, technical or administrative experience.
- Excellent verbal and written communications skills, strong multi-tasking capabilities, excellent time management skills and excellent organizational skills; i.e., filing system and record keeping.
- Working knowledge and ability to utilize desktop computers with software packages such as Microsoft Office or other software programs.
- Ability and commitment to learn new material quickly and willingness to upgrade skills.
- Current knowledge of vendors for supplies and equipment who have been approved by the City of New York and are available for contract.
- Maintain working relationships with other city entities (FISA, DCAS) and other entities in the private and governmental sectors.
- Have firm understanding of standard purchasing and procurement guidelines of the City of New York highly desired.
- In-depth knowledge and ability to use the City of New York’s Financial Management System, ability to learn the rules of the Council and the Rules of the City of New York’s purchasing process.
- Ability to perform arithmetic tasks in order to compile and prepare purchase orders.
ADDITIONAL INFORMATION:
New York City residency required within 90 days of appointment.
