DOT is seeking an Administrative Manager to serve as Executive Director of Outdoor Dining. NYC launched an emergency outdoor dining program in 2020 in an effort to implement a citywide multi-phase program to expand outdoor seating options for food establishments to promote open space, enhance social distancing, and help them rebound during the pandemic and post-pandemic recovery. The City has been working since then to turn the emergency program into a permanent program, and earlier this year, DOT launched Dining Out NYC, the City's new permanent outdoor dining program.

Under the supervision of the Commissioner and the Associate Deputy Commissioner of Cityscape & Franchises, the Executive Director will lead and oversee the planning, development, and implementation of the program ensuring strict compliance to internal controls and adherence to standardized policies. The Executive Director will be responsible for directly supervising a team of approximately a dozen planning and operational staff who will review submissions from restaurant owners, coordinate planning and enforcement with various other DOT units and City agencies, and prepare agreements for and hold public hearings regarding restaurant applications. In addition, the selected candidate will prepare appropriate reports, perform analyses, and make recommendations on policies and procedures. The selected candidate will further promote the program in diverse communities to increase participation and promote compliance.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical / administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical / administrative work of more than moderate difficulty; or

2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical / administrative work of more than moderate difficulty; or

3. A four-year high school diploma or its educational equivalent and six years of

satisfactory, full-time progressively responsible experience as described in "1"

above, 18 months of which must have been in an administrative, managerial,

executive or supervisory capacity. The supervisory work must have been in the

supervision of staff performing clerical / administrative work of more than

moderate difficulty; or

4. Education and / or experience equivalent to "1", "2" or "3" above. However, all

candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above

the high school level may be substituted for the general clerical / administrative

experience (but not for the administrative, managerial, executive or supervisory

experience described in "1", "2" or "3" above) at a rate of 30 semester credits

from an accredited college for 6 months of experience up to a maximum of 3

years.

Preferred Skills

Excellent communication (oral and written), presentation, and analytical skills experience working with New York City agencies and community groups project management experience the ability to read site plans attention to detail the ability to handle a fast-paced and high-pressure environment and familiarity with contracts, legal documents, rules and regulations, budgeting, and / or City procurement are strongly preferred. Preference also given to candidates possessing database management skills and prior supervisory experience.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
