OTI’s Franchise Administration and Broadband Division is responsible for managing franchise agreements with private telecommunications companies authorized to use the City’s rights-of-way to provide telecommunications services throughout the city. In addition to managing dozens of franchise agreements in an effort to ensure that telecommunications services are deployed both efficiently and equitably throughout the city, the Franchise Administration and Broadband Division coordinates with the External Partnerships Division to support the City’s broader digital equity and inclusion goals.
The Franchise Administration and Broadband Division has an opportunity for an experienced Director of Franchise & Broadband Data and Analytics to support efforts to ensure that New Yorkers have the connectivity, resources, and skills they need to successfully participate in an increasingly digital world.
Reporting to the Executive Director of Franchise Administration and Broadband, primary responsibilities will include:
Day - Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

- Lead OTI’s broadband and digital equity and inclusion data analytics efforts, including management and reporting processes that directly assist and support OTI policy recommendations.
- Plan and execute data analysis projects to track OTI initiatives such as Big Apple Connect, LinkNYC, as well as all OTI Franchise projects.
- Analyze city, state and federal datasets to ensure an accurate representation of NYC in policymaking at local, federal and state levels.
- Translate franchise related data into understandable visualizations and reports for OTI leadership.
- Assist with the design and implementation of all OTI Franchise-based websites.
- Oversee data governance practices to ensure data quality, consistency, security, and compliance, including Public Records Requests and Open Data submissions.
- Evaluate and implement tools and systems to execute OTI related data analysis reporting and workflows.
- Supervise OTI Franchise data team on all data projects and analytics.
- Define and track KPIs to measure the effectiveness of OTI Franchise related data strategies and analytics initiatives.
- Collaborate with City agencies on the planning and implementation of various broadband initiatives.
- Perform special projects and assignments, as required.

Minimum Qualifications
- A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
- A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
