Job Specifics

Duties Description

• Manages a DDSOO nursing department; and directs Registered Nurse Supervisor 1, Infection Control Nurse, and other nursing staff in the provision and oversight of nursing services.
• Develops, implements, and modifies nursing policies and procedures in accordance with regulatory requirements and standards of care.
• Collaborates with Central Office Clinical Leadership including Statewide DON 3 and Deputy Director Clinical Operations through community of practice on the development and implementation of standardized OPWDD nursing policies and procedures, and implementation of strategies to drive evidenced-based and best practices to improve quality and drive excellence in nursing practices.
• Provides nursing-specific technical assistance, guidance, and consultation to DDSOO staff and voluntary provider agencies.
• Ensures compliance with established standards of nursing care in accordance with State, federal, and accreditation agency requirements
• Coordinates nursing services with other disciplines and departments to ensure quality, effective, and integrated care.
• Monitors staffing levels, assignments, and scheduling to ensure quality care and effective utilization of staff; identifies and resolves staffing needs; and reviews and recommends schedule adjustments to maintain appropriate levels of care.
• In collaboration with human resources and training staff, participates in and oversees recruitment and hiring processes, and the planning and coordination of training and continuing education programs for nursing and direct care staff. Monitors the licenses and credentials of nursing staff; and ensures that required credentials and levels of continuing education are maintained.
• Serves as the nursing lead and owner on all nursing informatics projects; use off electronic health record and all technologies and tools related to nursing practice.
• Performs quality assurance activities; oversees and evaluates the quality and appropriateness of nursing and direct care services; identifies problem areas and/or opportunities for improvement; and reports and recommends modifications related to nursing aspects of care, policies, and/or procedures.
• Tracks and monitors OT for the Dept.
• Conducts Clinical periodic rounds to the group homes to ensure internal Controls are in place.
• Develops nursing department budgets and monitors expenditures.
• Represents the nursing discipline on various committees and workgroups; and establishes and maintains relationships with local nursing schools and/or other organizations to maximize resources and achieve nursing goals.
• Will serve as an Administrator on Duty (AOD) on a rotational basis.

Minimum Qualifications Promotion: possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and one year of service as a Registered Nurse Supervisor 1.

Open Competitive:
Possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and two years of post-licensure professional clinical nursing experience. One year of the experience must have been at a supervisory level.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

• Please note that starting salary for this title reflects the increased hiring salary, downstate adjustment and geographic pay differential. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 61 ($90,931), Increased Hiring Salary ($16,008), Downstate Adjustment ($3,400) and Geographic Differential ($35,000). Downstate adjustment and Geographic Differential added to the job rate ($114,940).

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

• If you are employed by state government you may be able to receive loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer. ° Up to three (3) days professional leave each year to participate in professional development events.

• Paid Parental Leave:
