The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO's Market Operations department invites applications for a full-time ICAP Market Operations Specialist.

The primary responsibility of this position within the ICAP Market Operations group is to act as a technical expert that supports the Department in the coordination and analysis of process changes in the Capacity Market, Capacity Accreditation and Resource Adequacy subject areas. Collaboration with other NYISO departments on initiatives such as the integration of new market design and technologies will be a key responsibility. The Specialist is also engaged in the external and regulatory activities of the Operations Department and serves as spokesperson for both. It is expected that Specialist will be responsible for presenting key NYISO recommendations before the New York State Reliability Council on Resource Adequacy matters as well as the Business Issues Committee on Capacity Market related matters.


ESSENTIAL DUTIES and RESPONSIBILITIES

  • Support the ICAP Market Operations Department in the identification and integration of market evolutions, including coordinating with the neighboring ISO's/RTO's on eliminating Capacity Market seams issues. Developing relationships across multiple internal and external organizations is required.
  • Act as the Market Operations lead on all New York State Reliability Council issues and attend all NYSRC Installed Capacity Subcommittee meetings presenting on NYISO topics of importance.
  • Coordinate closely with NYISO Operations, Planning, Market Design, MMA, and Legal to ensure consistent application of ICAP Market principles throughout the organization.
  • Conduct technical and economic assessments and analyze results associated with planning, pricing, marketing, utilization and operation of the electric grid as it may pertain to the ICAP Market Operations Department.
  • Develop and maintain a strong expertise in NYISO procedures and business functions related to ICAP Operations, Resource Adequacy and other NYISO commercial options.
  • Improve departmental activities in an effort to ensure there are no errors, that tariff and time schedule requirements are met and to ensure compliance with internal procedures.
  • Negotiate complex rule changes which have significant system impact with multiple stakeholders on behalf of the NYISO.
  • In conjunction with other staff, analyze NYISO markets and propose market design and administration changes to improve the overall function of the capacity markets. These analyses focus on market outcomes as they relate to various systems conditions, market participant behavior, and operations. Present analyses internally and in the NYISO stakeholder process.
  • Serve as ICAP market Operations staff representative on economic issues internally and externally as they affect the design of the NYISO markets.
  • Interpret economic, statistical, and probabilistic information in areas related to capacity markets and resource adequacy.
  • Produce reports and memos for NYISO senior management, market participants, and regulators.
  • Formulate recommendations, policies or plans to aid in market interpretation or solution of economic problems.
  • Utilize economic expertise to research the findings of the probabilistic MARs analysis conducted to set the Installed Reserve Margin and Locational Capacity Requirements.
  • Conduct research on issues pertaining to resource adequacy models and recommend changes.
  • Assess the impacts of assumptions used in the resource adequacy models and explain to Sr. Management the likely outcomes of such assumptions and their effects on the wholesale capacity markets.
  • Participate on internal and external committees, projects and work groups as department liaison, including: ICAP Market Working Group, Business Issues Committee (BIC) and ad hoc groups as required.

QUALIFICATIONS

Must be a self-motivated professional who displays effective leadership in a team based environment. Display a clear understanding of the organization's decision-making process to drive consensus. Have experience in managing multiple competing priorities, use of good judgment, problem-solving and decision-making skills.

  • Bachelor's Degree (BS) in Engineering, Business, Economics, Math, with preference for technical skills combined with business acumen; Master's Degree (MS) preferred.
  • Five years of progressively more responsible experience in the electric utility industry and/or deregulated energy market operations required.
  • Knowledge of power systems and demonstrated ability to use power system applications software and tools; or an equivalent combination of education, training and experience.
  • Knowledge of ISO operations and experience working with ISO related committees preferred; excellent interpersonal, negotiation and presentation skills; or equivalent combination of education, training and experience.

WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
