The NYISO's Information Technology department invites applications for a full-time Test Specialist A.
Position Summary:
Performs basic work successfully under direct and general supervision. Works from a defined set of objectives and tasks. Install, maintain, and troubleshoot all NYISO electronic equipment and related systems. Tests and maintains complicated types of telemetering equipment, data collection systems, system controls and computer equipment. Creates and maintains technical documentation.
Primary duties and responsibilities:
Install, modify, troubleshoot, and maintain the following equipment and systems:
- Phase 1 telemetering systems (Analog Metering)
- Analog Telemetry transport system
- Satellite Time & Frequency Deviation Systems
- Support of Programmable Logic Controllers / Remote Terminal Units
- Low voltage cabling and terminations
- Data exchange between systems
- Animated System Diagram Board
- Video Walls
- Analog Data Video Chart Recorders
- Enhanced viewing system for Chart Recorders
- Interfaces to NYISO computer systems
- Uninterruptible power supplies (as relates to electronic and related systems)
- Fiber optic networks
- LAN network and communication stations
- Satellite communication networks
- GPS receivers and antennas
- Time Servers antennas
- Other NYISO telecommunications equipment and networks
Designs and maintains telemetry systems to adhere to all established NYISO and regulatory (i.e. NERC CIP) standards. Requires ability to interpret and follow complex policies and procedures. Per compliance policies: maintain up to date written documentation, perform prescribed recovery tests, complete required paperwork, and attestations. Subject matter expert is held accountable for adherence to these standards.
In partnership with other subject matter experts and our Business Continuity department, design, test and implement complex solutions that support high availability and inter-site and intra-site fail over capabilities. This includes a monthly review of recovery plans and yearly testing for cyber infrastructure protection (CIP) assets.
Provisions and controls user permissions and privileges with strict adherence to access guidelines following CIP standards.
Due to the significance of the industry and the organization's role within it, a rigorous change management process must be adhered to in order to minimize risks to the computing environment. Must demonstrate adherence to these processes. Subject matter experts are expected to champion their changes from initiation through deployment.
Provides technical support to Grid Operations, infrastructure, and inter-departmental teams. This may include engaging with external support for complex issues.
Participates in and/or leads in-depth troubleshooting and root cause analysis in inter-disciplinary teams.
Direct impact and responsibility for the organization's security posture as related to system integrity and security. This includes zero-day analysis and response, advanced security system hardening knowledge and techniques, analysis and implementation of industry security protocols like CIS benchmarks. Subject matter expert is held accountable for adherence to all prescribed security standards and protocols.
Participates in procurement activities and support contract management.
Maintaining reliability of the Telemetry Services may require regular work tasks and/or service troubleshooting/restoration to be performed during non-standard business hours
General:
- Train and/or assist other NYISO staff as assigned.
- Assist vendors in installation and repair work, as needed.
- Follow all NYISO Safety policies and procedures, including OSHA requirements.
- Assist PC Technicians with their duties, as needed, including setup, maintenance and troubleshooting NYISO computer equipment and/or printers and related hardware and set up and tear down of audio/visual equipment, both onsite and at remote locations as needed.
Knowledge, Skills, and Abilities:
Two-year degree in an electrical, telecommunications, or computer science specialty desired, or combination of equivalent training and experience will be considered.
Must have satisfactorily completed accredited courses in higher mathematics; DC and AC circuits including magnetism, basic electrical and mechanical diagrams; and fundamental solid-state electronics. Demonstrated equivalent combination of training and/or experience will be considered.
Must possess and maintain a valid NYS driver's license with no violations that would prevent driving on behalf of the Company.
Good interpersonal skills are required to interface with all levels of management and internal/external customers, and to assist coworkers.
Good mathematical and analytical skills are required to identify errors and correct them.
Good English grammar and spelling skills, as well as attention to detail, are required for preparing accurate paperwork.
The ability to maintain a high degree of confidentiality is essential due to the sensitive nature of the date with which the NYISO deals, and the mandates in the ISO agreement.
Certain schedules and emergencies may require work on weekends, nights, or an occasional holiday.
Working Conditions:
The person in this position works in a normal office environment, as well as in elevated and confined spaces and remote locations.
