Duties Description The incumbent will coordinate the hiring, training, and evaluation of permanent and seasonal staff. Will supervise and manage maintenance duties of field staff and emergency first responder crews on the Flood Protection Projects and natural disaster deployments. They will ensure enforcement of agency policies and conformance to all OSHA, PESH, NYS Fire Codes, Right to Know Law, Hazardous Communication Plan and Regulatory checklists.The incumbent will be responsible for preparing purchase requisitions and material purchases, maintenance of supply inventories, will prioritize projects, assign schedules, materials, and equipment to specific work groups in order to complete tasks. Will be responsible for the maintenance of specific cost account records for projects, review of expense accounts, review and approve timecards, vehicle and equipment use reports, progress reports, accident reports, fuel card logs and purchase card receipts. They will provide supervision and oversight on Working Circle building and construction projects including the proper maintenance of all infrastructure, HVAC systems and alarm systems. They will monitor health and safety compliance including the safe use of tools and equipment, safety of workers and accident prevention in the work environment including the safe loading, transporting, and unloading of light and heavy equipment. Also, to ensure all subordinates complete all required trainings on time.The incumbent may perform as a working Supervisor overseeing lower-level Supervisors, Trades Generalists, and Maintenance Assistants. Will be required to provide instructions to them regarding activities to the specific tasks, set priorities, assess, and meet material and equipment needs, and observe work in progress ensuring adherence to guidelines and schedules. Must be able to recognize specific talents available to ensure the most efficient production while balancing the development of skills lacking by those under them due to inexperience in order to ensure a well-rounded work crew. They will review construction and maintenance activities performed by Job Order Contractors and various outside vendors for conformance to plans and contracts. Must be able to properly prepare, read, and interpret technical drawings, calculate costs and quantities, and keep accurate records. They must provide documentation and submission of completed workplans to program managers and the MMS coordinator. Also, they must be able to coordinate specific work between various NYSDEC Natural Resources and Quality Programs and other NYS agencies.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below : Promotion : You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b / 55-c service as follows : Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).Open Competitive : Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work. Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.Individuals may also be eligible via the following : Reassignment Eligible - Currently in the title and an employee of DEC.orReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions. Travel may be required.Overtime may be required. Overnight travel may be required.Weekends and holidays may be required.
