Duties Description This position will serve as the Director of Disaster Recovery Programs Finance. Duties include but are not limited to :

  • Oversee the Recovery programs budget comprising of over $30 billion in various declarations and grant cycles, including state and federal funds, each of which have their own rules and restrictions for use. This includes managing the compiling of necessary documents and policies for federal and state control agencies including, but not limited to :
  • Ensure that the budget addresses priorities, includes adequate funding for programs and operational needs and is consistent with State and federal rules and regulations.
  • Verify that funds are being used appropriately and that Recovery’s state management costs are accurately distributed as per federal requirements.
  • Develop fiscal documents related to expanded or new initiatives and legislative proposals.
  • Responsible for the financial, administrative, and cost analysis aspects of a Major Disaster Declaration for Public Assistance, Individual Assistance and Hazard Mitigation.
  • Assist in developing state of the State initiatives for Recovery Programs (including program knowledge and fiscal information).
  • Establish priorities and policies, and provides administrative oversight for the development and dissemination of fiscal policy to ensure compliance with State and federal laws and regulations and improve operations within Recovery programs.
  • Provide expert advice to the Deputy Commissioner of Disaster Recovery Programs and Executive staff on large scale financial issues including, but not limited to :
  • Develop and implement program policies and priorities in support of DHSES recovery program goals.
  • Discuss and monitor trends on policy and program changes, deadlines, and reporting requirements with FEMA administrators and staff.
  • Draft official State response to FEMA on all proposed policy and regulatory changes to 44 CFR and Stafford Act.
  • Ensure accurate assessment of spending trends, forecasting, and satisfaction of all deadlines for submittal, clearance, revisions, and implementation.
  • Oversee the monitoring systems, and the processing, accounting, auditing, and reporting functions pertinent to the Recovery’s administration of State and federal funds.
  • Ensure that appropriate payment and contract files are established and maintained, and that such records are retained in accordance with applicable record retention and disposition schedules.
  • Recommend and establish policies and best practices to ensure appropriate standardized financial policies and fiscal controls for effective procurement, rate billing, payments, contracting, budgeting, and revenue collection.
  • Represent the Recovery program in meetings with the federal government, Division of Budget, Office of the State Comptroller, and other New York State agencies regarding fiscal policies and procedures.
  • Oversee the coordination and preparation of mandated federal and State reports. Respond to requests for information or analyses made by external fiscal agencies and committees.
  • Oversee the processing of all Recovery related contracts, purchase orders, invoices, memorandums of understanding, memorandums of agreement and letters of credit and vouchers for federal grant programs and possible State reimbursement.
  • Verify there is an effective reporting function for all Recovery federal grants and that the State is remaining in compliance of the appropriate Code of Federal Regulations.
  • Ensure that all Recovery grant money is effectively tracked, reviewed and allocated. Liaise with affected programs to guarantee that all applicable funds will be spent prior to the end of the performance period and disbursed and reported to DHSES prior to the end of the liquidation period. Troubleshoot any issues that arise.
  • Coordinate with Administration liaisons to ensure Recovery’s workforce fits within the budget.
  • Act as the Recovery primary liaison with oversight agencies (FEMA, OSC, DOB) to comply with policies, implement directives, complete assignments, etc.
  • Supervise lower-level staff, and perform the full range of supervisory responsibilities such as performance evaluations.

Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b / c status in a position allocated to a M-3 (SG-29) or above and eligible for transfer under Section 52.6 of the Civil Service Law.Provisional pending examination qualification : Current New York State employee who has served one year of permanent, contingent-permanent, or 55b / c status in a financial management, accounting, contract management, or budgeting position allocated to M-2 or higher.Non-Competitive Promotion (NCP) Qualifications : If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. Candidates interested in an NCP must meet the following qualifications : Current New York State Division of Homeland Security & Emergency Services employee and must be in the departmental promotion field and have one year of permanent service in a financial management, accounting, contract management, or budgeting position allocated to M-2 or higher.

Additional Comments Work schedule may vary based on operational need.NOTE : Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and / or local deployments may be required, which would result in a change and / or increase in working hours, locations and / or duties.NOTE ON TELECOMMUTING : Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
