Duties Description Under the direction of a Human Resources Specialist 2, the Human Resources Specialist 1 will provide a full range of human resources services related to Staffing, Recruitment and Performance Management. disciplinary matters, administrative investigations, and other employee relations issues, as well as provide contract interpretation, and personnel administration.

  • Conferring with various parties to ensure timely processing of personnel transactions;
  • Provide cross training and support within the units as the workload changes;
  • Involvement in orientation of newly hired employees;
  • Participation / completion of trainings, as required;
  • Posting and filling of assigned titles / positions;
  • Monitoring and processing probations;
  • Conducting job audits;
  • Participation in onboarding of new employees;
  • Follow-up with potential candidates, verify eligibility requirements are met;
  • Administration of CS tests and submission of documentation, as needed;
  • Respond to e-mail and phone inquiries;
  • Provide assistance reviewing E-file records, as needed;
  • Participation on assigned committees(s);
  • Track and manage yearly evaluations;
  • Assist supervisors with questions, concerns and providing guidance on probation and yearly evaluations;
  • Travel to and participate in job fairs, career days and other recruitment events;
  • Ordering supplies for recruitment events;
  • Processing / liaison for vendor contracts;
  • Perform other duties, as assigned.Additional duties may include, but are not limited to, the monitoring and assisting of employees with conditions of employment (policy and procedures, time and attendance, employment benefits, driver and professional licenses, probations, performance evaluations, seniority determinations, etc.), leave management, worker’s compensation, labor relations, and disciplinary processes (serving notices of discipline, conducting investigations, preparing for arbitration cases etc.). Candidates should have skills for independent organization, prioritization, and multi-tasking. Strong computer skills and organization are a must. Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS : Must be in title or be reachable on the Civil Service eligible list for this location to be eligible for transfer under Section 70.1 or 52.6 in a designated title determined by the New York State Department of Civil Service. Appointment may be made at the traineeship level.NON-COMPETITIVE MINIMUM QUALIFICATIONS (NO EXAM REQUIRED) : Human Resources Specialist Trainee 1, NS (equivalent to SG-14) : A bachelor's or higher degree.Human Resources Specialist Trainee 2, NS (equivalent to SG-16) : A bachelor's or higher degree ANDEither1. One year of professional human resources experience OR2. A Juris Doctor, master's or higher degree in a field related to the position being filled.   • For 70.1 transfer to a Human Resources Trainee 2, salary grade (SG)-16, you must have one year of permanent competitive, or 55 B / C service in an approved title for transfer allocated to an SG-14 or above.

  • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

  • Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.The position may be filled at the Human Resources Specialist Trainee 1 level equated to SG-14, $55,005, Human Resources Specialist Trainee 2 level equated to SG-16, $61,340, or full performance Human Resources Specialist 1 SG-18, $65,164, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.
