Duties Description Duties Description : The NYSDOT Region 11 is looking for qualified candidates to join the Structures Group. As a member of the Structures, the candidate will play a crucial role in designing, analyzing, and overseeing bridge replacement and bridge inspection projects in New York City.Under the supervision of higher-level staff, the incumbent of this position will provide support to Bridge Management Program in Region 11 Structures Group as the Consultant Job Manager or Regional Hydraulic Engineer (RHE).The incumbent of this position will be the Consultant Job Manager for biennial and interim inspection of arterial and local bridges. Duties may include but are not limited to :

  • Serve as the Consultant Job Manager for biennial and interim inspection of arterial and local bridges.
  • Directly manage the inspection consultant as the Consultant Job Manager, overseeing all technical and administrative aspects of the project.
  • Develop and maintain schedules for inspection.
  • Review the inspection reports, flag reports, NSCO’s, and load rating updates.
  • Quality Assurance review & approval of flag reports in EAM.
  • Review consultant invoices; prepare consultant evaluations.
  • Coordinate with Main Office to maintain state-wide consistency.
  • Submit monthly progress reports for bridge inspections.
  • Perform flag tracking and assure timely resolution, as necessary.
  • Ensure transmittal of flags to bridge owner for corrective actions.
  • Provide support for bridge-related emergencies during and off work hours.
  • Develop and maintain schedules for bridge inspections.
  • Assist in coordination with Main Office, city agencies, and Regional Groups, as necessary.
  • Perform special tasks, as needed.
  • Supervise and train subordinate staff.
  • Respond / resolve public and elected officials’ concerns and comments.
  • Perform field reviews of bridge inspections.This position is for the Regional Hydraulic Engineer (RHE) as part of the Bridge Safety Assurance Section in Structures Group. Duties may include but are not limited to :
  • Directly manage the five-year diving inspection program including removing and adding bridges to the current year and five-year diving program.
  • Coordinate diving inspection and perform Quality Assurance (QA) reviews of the diving inspection reports.
  • Review and maintain Hydraulic Vulnerability Assessment (HVA) reports performed by Consultant.
  • Coordinate with Consultants for the post-flood inspections of bridges on the Flood Watch list
  • Coordinate with consultants for the re-evaluation of bridges with scour or stream channel low ratings based on inspection reports.
  • Assist in coordination with Main Office, city agencies, and Regional Groups, as necessary.
  • Review consultant invoices and progress reports and prepare consultant performance evaluations.Details will be discussed during the interview.

  • To be considered for appointment through NY HELPS, candidates must meet the minimum qualifications for this position. The qualifications are : Open Competitive : Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees : Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience : One year of full-time engineering experience with transportation projects related to highways / roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Professional Engineer 1 (Civil / Transportation) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are : Promotional : You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b / 55-c service as follows : Assistant Engineer (Civil / Transportation).Notes1.   • Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education / Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. This amount is comprised of the base salary of $100,035 with an additional geographic pay differential of $13,500, specific to this title and location.The job rate for this position is $125,397. This amount is comprised of the base salary of $111,897 with an additional geographic pay differential of $13,500, specific to this title and location.There is also an additional location pay of $3,400.
