Duties Description The incumbent of this position will support the implementation of public health and education initiatives within the Office of Cannabis Management. This position will also help to research emerging trends and best practices in public health as it relates to the Office’s public health programming. Duties include, but are not limited to :

  • Research best practices and emerging trends in cannabis policy, public health, health outcomes, and education.
  • Assist in the development, implementation, and evaluation of public health and education campaigns, materials, and initiatives.
  • Draft communications to a variety of stakeholders and state agency partners. Contribute to messaging for the Office as part of public campaigns, working closely with the Communications and External Affairs teams.
  • Contribute ideas and feedback to enhance public health and education programs and initiatives.
  • Prepare workplans and status reports on research assignments for the Office of Cannabis Management executives and managers.
  • Collaborate with staff to develop cannabis program regulations, guidance, educational materials, and communications.
  • Contribute to the development of reports, presentations, and programmatic recommendations related to cannabis and public health initiatives.
  • Draft and edit educational materials, presentations, and reports.
  • Prepare written summaries, presentations, and reports on findings for internal and external stakeholders.
  • Support partnerships with community organizations, health agencies, and other public health stakeholders.
  • Provide logistical support for team projects, meetings, and initiatives.
  • Respond to public inquiries related to cannabis laws, regulations, and health related concerns in accordance with agency policies.
  • Help coordinate and participate in public events, webinars, and educational sessions to engage public health stakeholders and communities and provide accurate cannabis-related information.
  • Perform other duties as assigned to support the Public Health and Education team’s initiatives.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)

  • and applicants must meet the following minimum qualifications to be considered for this position : This title includes a traineeship opportunity and applicants will be appointed to the appropriate level
  • based on their experience and education. Required experience : regulatory compliance / oversight experience within a regulatory entity with primary (over 50%) responsibility on two or more of the following : accounting and auditing; investigating and / or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met / are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating and / or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes. Master's and higher-level degrees will substitute for one year of required experience.
  • Program Specialist 1 Cannabis level requirements :
  • Program Specialist Trainee 1 Cannabis (equated to SG-14) : bachelor or higher degree.
  • Program Specialist Trainee 2 Cannabis (equated to SG-16) : bachelor or higher degree and one year of required experience.
  • Program Specialist 1 Cannabis, SG-18 : bachelor or higher degree and two years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position and eligible for transfer under Section 52.6 of the Civil Service Law.
  • Additional Comments NOTE :

  • Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
  • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. Notes :
  • There is no examination required for appointment to a NY HELPS position. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
