Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.
The Department of Civil Service (DCS) is recruiting to fill a Project Manager 5, position in the Project Management Office (PMO) with in the Division of Strategic Planning and Innovation (SPI). Under direction of the Director and Assistant Director of SPI, the Project Manager 5 will serve as the Manager of the Project Management Office. The incumbent will provide day-to-day management and analysis of project management office work including deliverables and coordinating with senior leaderships on DCS project prioritization.
Specific duties to be performed may include, but are not limited to, the following:
• Serve as the management liaison between Project Management staff and partner agencies to assist in documentation, prioritization, review, development, and implementation to ensure critical project needs are prioritized.
• Support business process changes to maintain system functionality and establishes timetables to identify project milestones ensuring stakeholder needs are understood for the lifecycle phase.
• Implement approved projects that align with the strategic plan for DCS to support organizational goals. Collaborate with senior management to align technology initiatives with overall business objectives.
• Manage project teams along with business owners and stakeholders to ensure that project deliverables and timelines are met.
• Define measurable and replicable metrics to measure outcomes.
• With project stakeholders, oversee the design and develop and evaluate alternative business processes to ensure that requirements are correct.
• Prioritize business process changes to maintain system functionality and efficiencies. Establish timetables which identify project milestones and set implementation goals for projects.
• Supervise the analysis and revise flow charts, process models and technical specifications describing current and/or future human resources systems and business processes, to include the impact of proposed process improvement initiatives and Systems Development Life Cycle to ensure timely development and delivery of systems. Create, update, and maintain documentation.
• Coordinate DCS approved Projects and ensure the timely flow of information between the PMO and the various agency stakeholders.
• Participate as a member of the project teams along with business owners and stakeholders assessing and planning conversion/expansion of existing agency applications, products, and data.
• Utilize SQL and business intelligence tools to drive insights and inform decision-making within SPI functions.
• Assist in data governance practices to ensure data integrity, security, and compliance with relevant regulations.
• Design and implement automated workflows to enhance operational efficiency in SPI processes. Develop and maintain documentation for automated processes to ensure clarity and facilitate training.
• Serve as the primary liaison to ITS and contract IT staff on DCS projects.
• Assist in decision making regarding on-going maintenance and operations of applications.
• Assist the analysis and revise flow charts, process models and technical specifications describing current and/or future IT systems and business processes, to include the impact of proposed process improvement initiatives.
• Prioritize business process changes to maintain system functionality and efficiencies and establish timetables which identify project milestones and set implantation goals for projects.
• Direct the organization and solicitation of business process improvements and requirements during consulting engagements.
• Perform a full range of supervisory functions for subordinate staff.
