Duties Description
Clinical Laboratory Consultants (CLCs) inspect clinical laboratories, blood banks, patient service centers and specialized facilities performing testing activities within New York State, and laboratories outside the State and U.S. that accept specimens originating from New York State. CLCs are responsible for conducting on-site evaluations of laboratory staff qualifications and testing procedures including the evaluation of facility standard operating procedure manuals and review of laboratory records; reporting of findings to laboratory directors and technical staff; documenting findings in descriptive narratives and laboratory evaluation reports; and determining the acceptance of a facility’s proposed remediation by reviewing the plan of correction. This position will assist with the management of complaints received against regulated laboratories.
Qualifications
Minimum Qualifications
Bachelor’s degree in medical technology, or a chemical or biological science, AND three years of post bachelor's
professional experience in a laboratory that tests clinical specimens or environmental samples, or tissue bank, or blood bank or physician practice.
A master’s degree in one of the bachelor's degree fields may substitute for one year of professional experience. A doctoral degree in one of the bachelor's degree fields may substitute for two years of professional experience.
Preferred Qualifications: Knowledge of clinical laboratory testing, quality assurance, audits and applicable New York State laws and regulations. Must be well organized and work independently as well as having excellent written, verbal communication, and computer skills. Must be willing to travel to laboratories accepting specimens originating from New York, this includes within New York State, outside the State and outside of the U.S.

This position is located in the New Rochelle area. This position requires extensive year- round field work and overnight travel within New York State, including areas not served by public transportation. At the time of appointment, and continuously thereafter, you may be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
This position is filled under NYS Department of Civil Service Hiring for Emergency Limited Placement (HELP) Program. The Civil Service Commission approved certain positions to be filled under the HELP Program, which allows filling such positions non-competitively for a limited duration. Under this program, candidates who meet the minimum qualifications can be considered for appointment without examination.
