The CMS 1 will be responsible for a variety of procurement, contract, review, compliance and reporting tasks to support the Bureau of Contracts operations and the Department of Health’s Mission.

Minimum Qualifications
Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Contract Management Specialist 1 (G18), OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Contract Management Specialist 1 (G18), Contract Management Specialist Trainee 1 (NS), or Contract Management Specialist Trainee 2 (NS). This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a Non-Competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive
employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
The position may be filled at the Contract Management Specialist Trainee 1 level equated to SG-13, $49,363, Contract Management Specialist Trainee 2 level equated to SG-14, $52,198, or full performance Contract Management Specialist 1 SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Contract Management Specialist 1, SG-18 following the successful completion of the traineeship.
Non-Competitive Minimum Qualifications
Contract Management Specialist Trainee 1: A bachelor's or higher degree.
Contract Management Specialist Trainee 2: A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1: A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description

- Performing preliminary review of single/sole source requests.
- Providing a summaries and recommendations on procurement and contract transactions.
- Reviewing contract budgets and work plans for completeness and accuracy.
- Monitoring Bureau Mail Accounts and triaging questions to other unit staff, as appropriate.
- Reviewing Non-Profit Contractor Document Vaults for compliance with an established checklist of required documents.
- Working with community-based providers to obtain contract documents.
- Performing review of claims from grantees.
- Compiling and analyzing reports and contract information.
- Performing a variety of reviews (such as vendor responsibility, vouchering, MWBE and SDVOB compliance).
- Participating in outreach and training efforts, both internally and externally.
- Attending vendor/agency networking events.
- Performing other appropriate related duties as assigned.
