The Program Research Specialist I will provide data analytic and management support to the Bureau of Data Analytics, Research, and Evaluation in the Division of Family Health. The incumbent’s primary responsibility will be to serve as a liaison to support the State Systems Development Initiative (SSDI) to build and expand NYS Department of Health data capacity to support the State’s Title V Maternal and Child Health Services. The incumbent will perform data linkage projects including analysis of data related to maternal, infant, and child health topics. The incumbent will serve as a liaison between the Division of Family Health and other areas of the Department of Health to support data initiatives, including the New York state’s Prevention Agenda, Maternal and Child Health (MCH) dashboard, MCH application and reports. The incumbent will also serve as a member of the Division’s research and program evaluation team involving public health surveillance and evaluation for maternal and child health initiatives, including identifying issues related to health outcomes and health disparities.

Minimum Qualifications

Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1 (Public Health), G-18.

Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Program Research Specialist 1 (Public Health) G-18, Program Research Specialist Trainee 1 (Public Health), NS, or Program Research Specialist (Public Health) Trainee 2, NS. Trainee 1: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics.

Trainee 2: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Grade 18: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Preferred Qualifications: Strong analytical skills. Experience with analytical software packages such as SAS, R, SPSS, or SQL, and data visualization tools. Experience with data collection and/or analysis using public health or healthcare datasets. Experience with developing reports for internal and external stakeholders. Experience writing or assisting in the writing of publications, grants, or other technical documentation is preferred. Strong written and verbal communication skills.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
