Serving as Associate Counsel, the incumbent will report to General Counsel and work collaboratively with the Division of Legal Affairs, the Internal Control Officer, the Internal Audit Officer, the Ethics Officer, and others who have primary risk responsibilities within the agency. Duties include, but are no limited to:
Minimum Qualifications
Candidates must have been admitted to the New York State Bar and must have had four years of experience in the practice of law subsequent to the Bar.
Preferred Qualifications: Possess a law degree from an accredited law school, have been admitted to, and be in good standing of, the New York State Bar; have excellent speaking, writing and research skills; and minimum of 5 years of legal experience; prefer experience in litigation, compliance, ethics, investigations, or law enforcement.
Must have high integrity and excellent judgment along with an understanding of generally accepted principles, standards, and techniques used for identifying and managing ethics, risks, and compliance.
Must be an execution-oriented self-starter with exceptional organizational skills, attention to detail, and independent follow-through.
Ability to learn quickly, synthesize input from a variety of sources, and think critically and strategically about ethics, risk and compliance.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Duties Description
Serving as Associate Counsel, the incumbent will report to General Counsel and work collaboratively with the Division of Legal Affairs, the Internal Control Officer, the Internal Audit Officer, the Ethics Officer, and others who have primary risk responsibilities within the agency. Duties include, but are no limited to:
- Review existing systems within the agency for managing ethics, risk, and compliance and work with management, counsel, and others to identify gaps and areas for potential improvement, as well as remedies for identified issues.
- Assist General Counsel and Ethics Officer in ensuring high ethical standards within the agency, assist in complying with requests for information and records, track issues that affect significant agency operations and recommend risk-mitigation measures, and identify and then prioritize training needs for agency personnel.
- Assist in the response to unexpected events that may negatively affect an agency’s mission and coordinate responses in a timely manner.
- Assist in other legal tasks where necessary to minimize conflicts of interest.
