Duties Description
This position is one of an inspector/sanitarian in the Hospital and Diagnostic & Treatment Centers (D&TC) program. The duties include surveillance including re-licensure, follow-up, pre-opening, closing, and complaint inspections and Certificate of Need reviews. The incumbent will take the lead on investigating and enforcing the provisions of the Public Health Law and New York Codes, Rules, and Regulations relating to environmental health, maintenance, general sanitation, and fire/safety. These provisions may include other technical standards, including those of the National Fire Protection Association, the National Plumbing Code, etc. The incumbent will determine the compliance of facilities or assess public health problems in the following areas: structure and space provisions; mechanical and electrical systems; ventilation/air conidtioning /heating; fire safety (structural and operational); housekeeping; maintenance; laundry, infection control; pest control; solid waste disposal; water supply; plumbing; sewage disposal; accident prevention; disaster preparedness; hazardous wastes/biohazard wastes; air pollution; and medical systems. The incumbent will also apply the principles of biological and physical sciences and skills of assessing environmental features to maintain, protect, and improve the health and safety of individuals receiving services. The incumbent will assist with policy interpretation to staff, providers, and other governmental agencies. The incumbent will complete written reports, citation writing, and informational memos as part of the inspection process. The incumbent will assist other inspectors as needed. Respond to emergencies such as fires, weather related emergencies, etc. as needed. Additionally, supervision of lower-level staff may be required. Other State and Federal work as required.

Permanent Transfer Candidates: Current NYS DOH employee with one or more years of permanent or contingent-permanent competitive status as a Senior Sanitarian, G18.
Non-competitve via NY HELPS: A bachelor's degree including or supplemented by 30 qualifying semester credit hours in animal science, biochemical engineering, biochemistry, biological sciences, biology, biophysics, chemical engineering, chemical science, chemistry, civil engineering technology, conservation biology, earth science, ecohydrology, electrical engineering, electrical science, emergency management, engineering science, engineering technology, environmental biology, environmental engineering, environmental health, environmental science, environmental studies, fire science, geochemistry, geology, health physics, health science, industrial hygiene, mechanical engineering, medical science, medical technology, microbiology, natural sciences, nursing, occupational health, occupation health and safety, physical science, physics, pre-med, structural engineering, toxicology, water resources engineering, water resource management, and water resources AND two years of experience in environmental health protection defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the heath of individuals and/or the public, such as in hospitals and long term care facilities.

- Substitution: A master’s degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.

- The Senior Sanitarian title is part of the NY HELPS program. For the duration of the HELPS Program, this title may be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELPS program, employees hired under the HELPS Program will have their non-competitive employment status converted to competitive status. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
