Human Resources Specialist 1 Trainee 1:
A bachelor's or higher degree.
OR
A qualified employee of New York State with one year of permanent, competitive, or 55-b/55-c service in a clerical/keyboarding/secretarial title, or administrative paraprofessional title allocated to a G-8 or higher. Duties Description
The Human Resources Specialist Labor Relations, G-18, will report directly to the Human Resources Specialist 2 Labor Relations. The Employee Relations Office works in a team setting creating a collaborative environment which supports staff growth and development. Employees are expected to exhibit professionalism through a consistent commitment to the development and maintenance of excellent work relationships with others, including DOL employees and staff from various control agencies.
Responsibilities Include, But Are Not Limited To
- Participates in the administration of the agency disciplinary, grievance, and performance programs in accordance with the provisions of the various negotiating unit contracts and/or applicable laws, rules or regulations.
- Interprets the terms of negotiated agreements, agency policies, attendance rules, and Civil Service Law and makes recommendations to managers and supervisors in relation to the above.
- Conducts or supervises the conduct of pertinent background and factual data gathering in relation to employee grievances and disciplinary cases, drafts disciplinary charges, conducts agency level hearings, monitors the timely processing of grievances, and writes agency level decisions.
- Interacts with managers and employees/employee organizations in both formal and informal problem resolution forums; mediates disputes and attempts to resolve problems at the lowest possible level.
- Answers questions from and provides guidance/advice to relevant stakeholders on addressing behavioral and/or performance related concerns as they arise, including assistance with corrective measures such as counseling.
- Assists with the development, review, and evaluation of labor relations policies and procedures.
- Collects and analyzes information and provides guidance to managers as needed regarding referral services and special projects.
- Participates in the development of training materials and curricula regarding employee relations, collective bargaining, contract administration, and employee discipline; may personally conduct training for agency managers/supervisors.
- Prepares or supervises the preparation of various reports and related correspondence.
- May supervise clerical or administrative support staff involved in employee relations activities
