The Community Services Program Analyst 1 (CSPA 1) in the Division of Community Services will perform field monitoring and provide technical assistance to agencies receiving Community Services Block Grant funds (CSBG), including developing agency monitoring plans; performing on-site visits to assess agency performance and compliance with statutes, regulations, policies and procedures, and provide technical assistance to address identified barriers to program success; reviewing applications, contracts, amendments, reports and other documents; representing the Department of State at agency functions; and preparing various narrative and statistical reports that substantiate observations, findings and recommendations. The CSPA 1 may be required to travel regularly to agencies in different counties, including attendance to board and other meetings on evenings and weekends.

  • Develop individual monitoring plans for assigned agencies that comply with the CSBG monitoring guidelines and address specific grantee needs.
  • Assist with comprehensive assessments of grantees as indicated in reauthorizing legislation.
  • Make on-site visits, document, and submit Grantee Service Contact Reports (GSCRs).
  • Conduct annual report review conferences with subrecipients for next contract cycle.
  • Attend board meetings to monitor board function.
  • Provide specialized support in cases of disaster and crisis.
  • Participate in grantee functions as requested by grantees and approved by supervisor.
  • Assess the effectiveness of technical assistance and develop plans for continuous support and improvement.
  • Maintain contact with assigned grantees.
  • Routine paperwork and reports are completed in a thorough and timely manner (EX. timesheets, travel vouchers, monthly reports, and training requests).
  • Work as part of a team with other program analysts as well as legal and fiscal departments to ensure comprehensive assistance to and oversight of grantees.

Minimum Qualifications

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications

The minimum qualifications for Non-Competitive appointment are:

Six years’ experience in two or more of the following activities: administering, monitoring, or evaluating human services programs for economically or socially disadvantaged individuals and families in such areas as health, nutrition, housing, economic development or education.

Or

An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
