The Criminal Justice Program Specialist Trainee 1 will be assigned to the Office of Forensic Services (OFS) and will report to the Criminal Justice Program Specialist 2 in the Sexual Offense Evidence Collection Kit (SOECK) Tracking Unit. Throughout a two-year traineeship period, the Criminal Justice Program Specialist Trainee 1 will undergo extensive on-the-job training with supervisory guidance to gain the necessary knowledge and skills to perform the activities listed below associated with the Sexual Offense Evidence Collection Kit Tracking System. Specific duties include but are not limited to:

  • Perform extensive monitoring of the SOECK Tracking System;
  • Provide training to SOECK Tracking System users regarding tracking system entry and updates;
  • Periodically audit SOECK tracking entries to verify accuracy and completion;
  • Track agencies with problematic SOECK Tracking System entries, logging in errors, and anything else that may arise;
  • Receive and respond to inquiries from various SOECK Tracking System users via telephone or email;
  • Complete specialized projects as needed to improve SOECK tracking and enhance other SOECK initiatives;
  • Keep up-to-date and apprised of the laws governing the authority to report SOECK and tracking;
  • Ensure compliance with relevant state/federal guidelines (if applicable) and program goals;
  • Assist with the review and processing of SOECK orders when needed; and
  • Prepare reports for the Director and management as required for various purposes and audiences.

Minimum Qualifications

Criminal Justice Program Specialist Trainee 1, NS: A bachelor's degree* in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.

  • Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This information can be found at http://www.cs.ny.gov/jobseeker/degrees.cfm. Candidates are responsible for the evaluation fee.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Competitive Minimum Qualifications

Criminal Justice Program Specialist 1, SG-18: Permanent competitive service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

Criminal Justice Program Specialist Trainee 1, NS: Reachable on the current eligible list; OR permanent competitive service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor’s degree or higher in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field AND a passing score on a current or previous PCO or PATT exam.

Candidates eligible for 55b/c appointment with a bachelor’s degree or higher in one of the fields listed above are encouraged to apply.

Some positions may require travel up to 5% to locations not serviced by public transportation.
