Under the supervision of the Associate Director of Training, the Training Specialist 1 will be responsible for assisting with all workforce and leadership development for DCJS and our hosted agencies. Duties will include, but are not limited to:
Minimum Qualifications
Training Specialist Trainee 1, NS: You must have a bachelor's degree* or higher. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified
Competitive Minimum Qualifications
Training Specialist 1, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
Training Specialist Trainee 1, NS: Reachable on the current eligible list; OR Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year in a position SG-11 or higher, have a bachelor’s degree, and a passing score on the most recent PCO or PATT exam.
Preferred Qualifications: Proficiency in Microsoft Excel, including data analysis and reporting, advanced formulas (e.g., VLOOKUP, INDEX/MATCH, etc.), and data visualization.

Duties Description
Under the supervision of the Associate Director of Training, the Training Specialist 1 will be responsible for assisting with all workforce and leadership development for DCJS and our hosted agencies. Duties will include, but are not limited to:
- Assist with the development, coordination, and delivery of Agency training initiatives.
- Obtain quotes from vendors for training, prepare draft training contracts, coordinate with Legal and Finance to finalize contracts, coordinate with vendors to provide training for Agency employees.
- Notify Agency and hosted agency employees of external training opportunities.
- Develop surveys to assess training needs or to obtain feedback on delivered training.
- Obtain Office of Employee Relations (OER) certifications to deliver OER training classes.
- Assist with overseeing the training plan for all State mandated and Agency mandated training. Ensure that DCJS and hosted agency employees are notified of mandatory training and enrolled. Track completion of mandated training to ensure 100% compliance. Ensure all new employees are informed of mandated training and enrolled in training in Statewide Learning Management System (SLMS).
- Present New Employee Orientation to new DCJS and hosted agency employees providing information on agency policies, procedures, and other helpful information. Coordinate with Employee Assistance Program (EAP), Diversity, Equity, Inclusion, and Accessibility Unit (DEIA), and Union representatives to present at orientation sessions.
- Review the training mailbox daily and respond to employee inquiries.
- Identify training programs at the request of supervisors seeking to develop their employees.
- Obtain SLMS Primary Administrator certification. Create classes, administer class rosters, and keep employee profile data up to date. Manage the Agency’s e-learning licenses.
- Compile monthly training data for monthly statistical reports and Agency Ethics Officers.
- Provide technical support for agency events including the creation and facilitation of webinars for virtual participation.
- Assist with various projects, as needed.

Salary : $52,189 - $82,656
