Duties Description

The Office of P-12 Education’s Office of Accountability is seeking candidates for the position of Associate in Education Improvement Services in the Office of ESSA-Funded Programs. The Office of ESSA-Funded Programs is responsible for the implementation of programs funded under the federal Elementary and Secondary Education Act (ESEA) which generate approximately $1.4 billion in federal aid to NYS. These programs include Title I, Part A; Title I, Part C; Title I, Part D; Title II, Part A; Title IV, Part A; Title V; the McKinney-Vento Homeless Student Program; and School Improvement Grants under Section 1003. All of these programs require Local Education Agencies to submit annual applications for funding, which staff both develop and review for approval, including program budgets and related narratives. The team is also required by federal regulations to monitor these programs for compliance as well as collect program data and report annually to the United States Department of Education.

In addition to the administration of the aforementioned programs, the incumbent will provide critical support to carrying out the mandated work of the ESSA-Funded Programs Team. Key responsibilities are identified below.

  • Provide technical assistance to LEAs on ESEA program policy and requirements, including district and school-level accountability and school improvement;
  • Assist in the development and revision of categorical and competitive grant applications;
  • Assist LEAs in the preparation and submission of their annual Consolidated Application for ESSA Funded Programs;
  • Support the development of policy as it relates to ESSA Funded Programs;
  • Review and approve categorical and competitive grant applications and budgets;
  • Conduct monitoring of ESSA funded programs to determine LEAs compliance with program requirements and support continuous improvement;
  • Participate in professional development activities related to the implementation of ESEA guidance; and
  • Comply with office policies and procedures.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Master's Degree AND Either

  • Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR
  • Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND four years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR four years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.

PROMOTION: Current State employees must have one year of permanent competitive or 55-b/c service as an Assistant in Education Improvement Services.

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.

CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 30% statewide travel.

This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
