Position Description
Under the supervision of the Equity Finance Manager, the Financial Analyst III (Assistant Manager) is responsible for supporting the management of the Equity Finance Unit of EFC’s Finance and Accounting Division. The Assistant Manager will supervise 4-6 Financial Analysts and will be responsible for overseeing the day-to-day operations of the team, including monitoring workflow and reviewing work products. The Assistant Manager may also be asked to assist the Finance Manager with additional tasks and responsibilities of the Unit.
Essential Job Functions
The Assistant Manager will be responsible for the following functions associated with the State Revolving Funds and other EFC programs and activities:
- Supervise a team of Financial Analysts to include prioritizing and assigning work, conducting regular team meetings, ensuring staff are trained, providing high-quality mentoring and coaching support, and conducting performance reviews.
- Proactively manage multiple projects at various stages from loan development to long-term conversion (when a project is completed) by providing technical assistance and general guidance to the team and recipients. This includes monitoring Analysts’ workflow and ensuring the timely completion of accurate work products.
- Perform and oversee the disbursement of funds with strict adherence to all established internal control procedures. Provide staff guidance on and ensure that all disbursement-related cost documentation is in order; all irregularities and/or ineligible costs are identified; and requests are processed accurately and in a timely manner.
- Actively participate in cross-functional project status meetings. Engage in project discussions related to the team’s project load, including asking questions and raising concerns. Confirm Analysts are regularly updating the project monitoring system and following up on issues raised during the meetings.
- Assist in the development and implementation of procedure and guidance documents and actively engage all staff as part of process management and refinement.
- Participate in professional conferences and Community Assistance Team events.
Qualifications
A Bachelor’s degree in a field such as Business Administration, Public Policy/Management, Finance, Economics, Accounting, Mathematics or a related field, and two years of financial, loan servicing or related experience, some of which is in a supervisory role, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as determined by the Corporation.

- Proficiency with standard business software, including spreadsheets, word processing (Microsoft Word and Excel) and databases and the ability to work with numerical data requiring 100% accuracy.
Licensing Requirements
All applicants must possess a valid New York State driver’s license as some travel is necessary to attend conferences and visit communities participating in the SRF.
