At least 50 percent of your duties must involve working with students, parents, and/or post-secondary educational institutions developing or delivering student financial aid. This experience must have been obtained in work settings such as college financial aid offices, lending institutions, or student loan guarantee agencies which have responsibility for the administration of student financial aid AND Three years of professional experience managing or supervising staff.
Telecommuting schedule of up to 50% remote work can be discussed with the hiring manager during the interview.

Duties Description
- Analyze NYS statutes and regulations governing HESC administered grants, scholarships and loan forgiveness programs to identify needed training enhancements and/or modifications.
- Assist in the preparation of draft regulations to enhance the delivery of grants, scholarships and loan forgiveness programs.
- Review HESC program processing procedures and make recommendations for efficiencies.
- Develop technical training resources and tools designed to assist campus partners in the proper administration of NYS laws, rules and regulations.
- Assist campus partners with technical program policy guidance and aid with complex related program eligibility and certification of Tuition Assistance Program (TAP), Excelsior Scholarship and other scholarship programs.
- Provide guidance to campus partners on complex program policies to ensure compliance with statutory and regulatory requirements.
- Assist campus partners in handling complex student situations and resolve concerns that arise with associated application process.
- Respond to external inquiries regarding individual student cases which have been escalated and/or require additional research and documentation.
- Collaborate with G&S staff to determine proper internal controls needed for programs and processing flows.
- Participate in annual program Move to Production (MTP) activities for program application releases and related program testing activities with HESC vendors, ITS, ISTS and GDIT.
- Serve as G&S liaison to internal customer contact center, collaborate on staff training, establish call handling protocols and assist in responding to complex inquiries.
- Develop and implement a detailed training plan for customer contact center staff, monitor call center statistical reports to inform potential regulatory and procedural changes.
- Write and edit technical program policy bulletins to be released to campus partners and published on HESC’s website.
- Develop G&S website resources and tools, monitor usage and update as needed
- Supervise professional and administrative staff.
- Perform other duties as assigned.
