Duties Description

The New York State Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, G-23, position in the Division of State Operated Children’s and Adult Services. The Division of State Operations has a diverse portfolio with the primary goal of ensuring that individuals in any state operated program are receiving the supports, skills and knowledge to help them lead their best life.

The incumbent will be responsible for supporting initiatives and programs under the auspices of the Division of State Operations that involve researching evidence-based initiatives, ensuring recovery-oriented clinical programs, drafting policies, researching regulations, data management, collection and analysis, including the development and maintenance of key performance indicator dashboards.

Reporting to the Coordinator of Quality and Data Management of State-Operated Services and working closely with the Leadership within the Division of State Operations, the Program Specialist will:

Collect, summarize, perform data analysis of key performance indicators in preparation for generation of statistical and analytical reports, in multiple formats, including dashboards, visualizations, fact sheets and written reports.

Assist with risk management data analysis, activities related to quality assurance and quality-related audits and ensure timely preparation and follow-up.

Assists in the implementation, evaluation, and monitoring of projects and initiatives in State Operated programs.

Research best-practices, coordinate and support sustained implementation of evidence-based, recovery-oriented, and innovative clinical programs. Assist with maintenance and measurement of these programs.

Assist in the development, tracking, implementation, and evaluation of policies, procedures, new programs and initiatives. Produce effective written communication on policies, procedures, and guidelines. Work with subject matter experts (SMEs) and other internal stakeholders to analyze, recommend, author, and deliver high-quality documentation such as procedures, guidance, job aids, and forms.

Support initiatives across the Division of State Operations, including management of related data, maintenance of relevant sites (i.e., SharePoint), assisting with analysis of implementation data to drive quality improvement.

Provide education on and guidance for State Ops databases (SharePoint, Teams, spreadsheets, etc.) projects.

Serve as the State Operations liaison and coordinator for all Commissioner’s Correspondence assigned to the Division.

Other duties as assigned.

Minimum Qualifications

Non-Competitive Appointment:

A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer:

Candidates must have one year of permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer OR be eligible to transfer via Section 70.1 of the Civil Service Law.

Salary : $84,156 - $106,454
